Addressing Migration Issues in South Asia


Bhubaneswar: On Wednesday, K V Singh Deo, the Deputy Chief Minister of Odisha, emphasized the complex nature of migration and its significant impact on both the economic development and living standards of individuals.


Speaking at the South Asia Labour Mobility Conference, co-hosted by the Royal Government of Bhutan and the World Bank, Singh Deo participated virtually from India.


He highlighted that approximately 100 million workers in India migrate annually, typically for durations ranging from one to six months.


Census data indicates that around 139 million individuals have migrated within the country, with many missing out on local welfare programs due to their migration status.


To tackle the challenges faced by these workers, the Inter-State Migrant Workers Act has been in effect since 1979.


Odisha's population stands at 42 million, with 14 districts identified as having high migration rates. The state government has initiated several measures to support these workers.


Singh Deo noted that the Odisha government is actively working to eliminate exploitative advance payment practices, regulate informal recruitment processes, promote informed migration, enhance skill development opportunities, and facilitate inter-state service portability.


Additionally, the PAReSHRAM portal offers 67 online services, including registration for migrant workers.


During the conference, Singh Deo also engaged in discussions with Bhutanese Prime Minister Lyonchhoen Tshering Tobgay about potential collaborative efforts.


He expressed that the summit aims to bolster cross-border cooperation, empower migrant workers, and strengthen bilateral relations.
