Sikyong Penpa Tsering, the President of the Tibetan Government-in-Exile, has strongly criticized China's interference in Tibetan religious affairs, particularly regarding the selection of the next Dalai Lama. He raised concerns about China's attempts to control spiritual leadership and emphasized the importance of religious freedom. Tsering also addressed the historical context of the Golden Urn and reaffirmed that the decision regarding the Dalai Lama's reincarnation lies solely with the Gaden Phodrang Trust. Criticism of China's Role in Tibetan Spiritual Leadership

On Friday, Sikyong Penpa Tsering, the President of the Tibetan Government-in-Exile, voiced strong objections to China's involvement in Tibetan religious practices, particularly concerning the selection of the next Dalai Lama.


He raised alarms about China's efforts to control spiritual leadership in Tibet, questioning the government's intentions and its lack of respect for religious freedom, especially as preparations for the Dalai Lama's upcoming birthday celebrations are underway.


Tsering remarked, "It is up to the Chinese government to decide whether a regime that does not adhere to any religion should interfere in the religious liberties of the Tibetan populace, not only occupying our land but also imposing restrictions on our right to choose our spiritual leader. This is indeed regrettable."


Historical Context of the Golden Urn

He elaborated on the historical significance of the Golden Urn, a practice established in 1793, which China claims is vital for recognizing the Dalai Lama. Tsering pointed out that eight Dalai Lamas existed before the introduction of the Golden Urn, and its application in the selection process was infrequent.


Tsering stated, "The Chinese government frequently claims that we have deviated from tradition. Which tradition are they referring to? The Golden Urn was introduced only in the late 18th century. Were the eight Dalai Lamas before that not legitimate because the Golden Urn was not utilized? Moreover, the Golden Urn was seldom employed during the selections of the 9th and 11th Dalai Lamas, as those were conducted through traditional methods long before."


China's Stance on the Dalai Lama's Reincarnation

This statement follows China's Foreign Ministry reiterating that the reincarnation of the Dalai Lama must receive approval from the central government in Beijing.


Spokesperson Mao Ning asserted that Tibetan Buddhism is a religion with Chinese characteristics and that the reincarnation process should adhere to traditional methods, including the drawing of lots from a Golden Urn.


Mao Ning emphasized, "The reincarnation of the Dalai Lama, the Panchen Lama, and other significant Buddhist figures must be determined by drawing lots from a golden urn and sanctioned by the central government."


Focus on Youth and Upcoming Celebrations

Tsering also discussed various issues, including the importance of youth leadership, religious freedom, and international involvement in the Dalai Lama's birthday celebrations.


"I strive to engage with Tibetan youth as much as possible to cultivate future leaders. Wherever I travel, I make it a point to connect with them. This interaction is mutually inspiring, fostering a two-way exchange of motivation and collaboration," Tsering remarked.


He highlighted the anticipated participation and diplomatic presence at the Dalai Lama's birthday celebrations, noting, "We expect four members from the State Department and three staffers from the US Embassy in Delhi, along with numerous other guests, particularly from India. Two central ministers and the chairman of the Ladakh Hill Council will also be present."


Clarification on Chief Minister's Absence

Addressing speculation regarding the absence of the Himachal Pradesh Chief Minister, Tsering explained the ongoing nature of the celebrations and efforts to ensure dignitaries' participation.


"This celebration is taking place in Himachal, where His Holiness resides. There are many inquiries about the Chief Minister's absence. We plan to celebrate throughout the year as a year of compassion, with more events to come. I personally invited the Chief Minister to attend, and he has agreed to join us on December 10 for the 90th birthday celebration, coinciding with the anniversary of His Holiness receiving the Nobel Peace Prize," Tsering stated.


Reincarnation and Tibetan Identity

As the celebrations progress, Tsering addressed the sensitive topic of the Dalai Lama's reincarnation, asserting that the decision lies solely with the Gaden Phodrang and not with Chinese authorities. He reiterated that Tibetans will not accept China's politicization of reincarnation.


"During the 15th Tibetan Religious Conference in Dharamsala, a consensus was reached on crucial points: the core process of recognizing the Dalai Lama's reincarnation follows the unique Tibetan Buddhist tradition. We strongly condemn China's exploitation of this issue for political gain and will never accept it. Tibetans, both within and outside Tibet, pledged to maintain national unity and continue the struggle for Tibet's just cause," Tsering stated.


Accusations Against Chinese Policies

Tsering accused the Chinese government of systematically attempting to erase Tibetan identity by targeting its language and religion.


"Currently, all policies and programs implemented by the Chinese government in Tibet aim to undermine the identity of the Tibetan people. Xi Jinping's administration is specifically targeting the Tibetan language and religion, which are fundamental to Tibetan identity," he remarked.


He confirmed that the Dalai Lama has agreed to continue the institution of the Dalai Lama in response to requests from communities worldwide.


"Various groups, including participants from the 14th Tibetan Religious Conference and Tibetan communities globally, have earnestly requested the Dalai Lama to continue this institution for the benefit of all sentient beings, particularly Buddhists. In light of this overwhelming appeal, the Dalai Lama has shown immense compassion and agreed to our request on this significant occasion of his 90th birthday," he concluded.


Affirmation of the Dalai Lama's Institution

Earlier, the 14th Dalai Lama reaffirmed that the institution of the Dalai Lama will persist, stating that the responsibility for recognizing the 15th Dalai Lama rests solely with the Gaden Phodrang Trust.


"Members of the Tibetan Parliament in Exile and various Buddhist communities have reached out to me, urging that the institution of the Dalai Lama continues. I have received messages from Tibetans in Tibet echoing this appeal. In response to these requests, I affirm that the institution of the Dalai Lama will continue," he stated.


He reiterated that only the Gaden Phodrang Trust holds the authority to select the next Dalai Lama.


"The process for recognizing a future Dalai Lama was established in a statement from September 24, 2011, which states that the responsibility lies exclusively with the Gaden Phodrang Trust. They must consult various heads of Tibetan Buddhist traditions and reliable Dharma Protectors linked to the Dalai Lama lineage. I reiterate that the Gaden Phodrang Trust has sole authority in this matter; no one else can interfere," the Dalai Lama added.
