The existing rules clearly state that if a person purchases a waiting ticket from the counter, they should cancel it and get a refund if they choose not to travel. However, many passengers ignore this and board the train without hesitation.

What Are the Penalties?
Although the rule has not been officially announced, it has been introduced to address the difficulties faced by passengers due to overcrowding in reserved compartments. If a passenger is found traveling in a reserved compartment with a waiting ticket, the Ticket Examiner (TTE) has the authority to impose a fine of ₹440 and ask the passenger to disembark at the next station. The fine is ₹440 for those traveling in AC coaches, while it is up to ₹250 for those in Sleeper coaches. Alternatively, the passenger may be asked to move to a General compartment instead of being asked to disembark.
