Can Minors Get a SIM Card in Their Name? Know the Rules

The Telecom Ministry has announced new rules for purchasing a new mobile connection, effective from January 1, 2024. This change aims to make acquiring a new SIM card easier for customers, in line with the government's push towards digitalization. Here’s a detailed update on what these new regulations entail and how they affect you.

Digital-Only KYC for New SIM Cards

In an effort to streamline the process and reduce paper usage, the Telecom Ministry has mandated that all new SIM card purchases must now be verified through digital or e-KYC (electronic Know Your Customer). The traditional paper-based KYC process will no longer be accepted. This move is expected to expedite the SIM card acquisition process and enhance the security and efficiency of customer verifications.

Age Restrictions for SIM Card Purchases

The new regulations also introduce an age restriction for purchasing SIM cards. According to a notification from the Telecom Ministry, individuals under the age of 18 will not be allowed to purchase a SIM card. Selling a SIM card to a minor is now considered an illegal activity by telecom operators. This measure ensures that all SIM card holders are legally accountable and helps prevent misuse of mobile connections.

Mandatory Customer Acquisition Form (CAF)

To obtain a new connection or SIM card, customers must fill out a Customer Acquisition Form (CAF). This form serves as a contract between the telecom company and the customer. The government has updated the requirements of this form, emphasizing that selling or issuing a SIM card to individuals under 18 will result in strict legal action. Additionally, individuals with certain mental health conditions are deemed ineligible to obtain a SIM card under their name.

One Rupee SIM Cards and Digital KYC Promotion

In an innovative step to encourage digital verification, the government has directed that SIM cards can be issued for as low as one rupee. To facilitate this, all physical paperwork has been eliminated, and customers can complete the KYC process through the telecom provider’s app. This means that no physical documents are required, and the entire process can be completed online.

Simplified Process for Postpaid to Prepaid Conversion

Switching from a postpaid to a prepaid SIM will also no longer require any physical paperwork. This digital transformation is part of the broader initiative to make mobile services more accessible and user-friendly.
