Introduction of the National Sports Governance Bill

On July 23, the National Sports Governance Bill, 2025, was presented in Parliament, with the goal of enhancing the development and promotion of sports in India, alongside welfare initiatives for athletes. Amidst a lively debate, Union Sports Minister Mansukh Mandaviya introduced the bill in the Lok Sabha.


Establishment of National Sports Bodies

The proposed legislation outlines the creation of a National Olympic Committee, a National Paralympic Committee, and a National Sports Federation for each recognized sport, along with Regional Sports Federations for designated sports. These entities will serve as the primary governing bodies for their respective sports.


Regulatory Framework for Sports Organizations

According to the bill, there will be a single National Olympic Committee and a National Paralympic Committee, each responsible for overseeing multiple sports disciplines. The National Olympic Committee must be recognized internationally and affiliated with the International Olympic Committee, while the National Paralympic Committee should have similar global recognition.


Formation of the National Sports Board

The central government is empowered to create the National Sports Board, which will include a chairperson and other members appointed based on their expertise in public administration, sports governance, and related fields. The board's headquarters will be in Delhi, with the option to set up additional offices as needed.


Recognition and Registration Authority

This board will have the authority to recognize sports organizations and register their affiliate units, as well as the power to suspend or revoke such recognitions when necessary.


Handling Loss of International Recognition

In cases where a national sports body loses its international standing, the normalization process will be conducted in accordance with international charters and statutes, with the board refraining from interference.


National Sports Election Panel

Upon the board's recommendation, the central government can establish a National Sports Election Panel, comprising experienced electoral officers to ensure fair elections for the Executive Committees and Athletes Committee of the National Sports Bodies.


Creation of the National Sports Tribunal

A National Sports Tribunal will be formed to facilitate the swift and effective resolution of sports-related disputes. The chairperson will be a former Supreme Court Judge or Chief Justice of a High Court, while the other members will be distinguished individuals with extensive knowledge in sports and law.


Appointment and Removal of Tribunal Members

The central government will appoint the Tribunal's chairperson and members based on recommendations from a Search-cum-Selection Committee, which will also outline the selection process. Members can be removed from office under specific circumstances, including insolvency or criminal conviction.


Regulations for Using National Symbols

Any sports organization wishing to incorporate terms like 'India', 'Indian', or 'National', or use national symbols in their name or branding must secure a no-objection certificate from the central government.
