Chelsea FC's Disciplinary Actions Announced
London [UK], March 17: Chelsea FC has concluded a disciplinary process with the Premier League concerning past violations related to Financial Reporting and Third Party Investment.
In 2022, the club's current ownership voluntarily informed the League about potential breaches of its rules, as stated in an official release.
The Premier League's investigation revealed that from 2011 to 2018, undisclosed payments were made by third parties linked to Chelsea FC to players, unregistered agents, and other entities.
These transactions were not reported to the relevant football regulatory bodies, including the Premier League.
These payments, which benefited Chelsea FC, should have been recorded as club expenditures. The club acknowledged that these actions, along with the failure to disclose them, violated the obligation to act in good faith towards the League.
The Premier League conducted a thorough review of the club's historical financial reports, factoring in these undisclosed payments.
Crucially, the Premier League Board concluded that if these payments had been accurately reported, Chelsea FC would not have violated the League's Profitability and Sustainability Rules during the specified periods.
In determining the appropriate penalties, the Premier League Board recognized the club's proactive self-reporting, admissions of wrongdoing, and exceptional cooperation during the investigation as significant mitigating factors.
Consequently, Chelsea FC has agreed to a sanction that includes a £10 million fine and a suspended one-year transfer ban for the first team, which will be held in abeyance for two years.
Additionally, the League investigated potential violations of the Youth Development Rules by a former senior employee, concerning the registration of Academy players from 2019 to 2022, following another voluntary report by the club in 2025.
This investigation led to a separate sanction agreement, resulting in an immediate nine-month ban on Chelsea FC from registering Academy players from Premier League and EFL clubs, along with a £750,000 fine.
All sanctions will be implemented immediately, with Chelsea FC also responsible for covering the full costs associated with the League's investigation and disciplinary actions.
In line with Premier League regulations, the sanction agreements have been reviewed and approved by three members of the League's independent Judicial Panel.
Furthermore, a separate FA disciplinary process regarding the club's alleged breaches of FA Regulations related to similar conduct is still ongoing. In 2022, Chelsea FC also reported historical breaches to UEFA, leading to a settlement agreement with the CFCB First Chamber, which included a financial contribution of EUR10 million (£8.6 million).
