Bureaucratic Changes Amid Election Preparations
Kolkata: A cloud of uncertainty hangs over the recent transfers of various bureaucrats and police officials in West Bengal, which were announced shortly before the Election Commission of India (ECI) revealed the polling schedule for the state on Sunday afternoon.
The situation is complicated by the enforcement of the Model Code of Conduct (MCC), which restricts the state government from making administrative changes without the ECI's approval following the announcement of election dates.
Although the transfers of 11 Indian Administrative Service (IAS) officers and 109 West Bengal Civil Service (W.B.C.S.) officers were initiated prior to the ECI's announcement and the MCC's enforcement, legal hurdles may impede the execution of these transfers.
An insider from the Chief Electoral Officer's (CEO) office in West Bengal clarified, “If the transfers were executed and the officers reported to their new positions before the MCC took effect, there would be no issues. However, for those who have not yet joined their new roles, the state cannot proceed without the ECI's consent.”
The insider further elaborated, “The regulations are explicit. The state cannot unilaterally transfer any officer involved in the electoral process. Should the state deem it necessary to transfer an official for administrative reasons, it must first obtain the ECI's agreement. All transfer decisions are now under the Commission's authority until the MCC is lifted.”
The upcoming elections in West Bengal are scheduled for two phases on April 23 and April 29. The first phase will cover 152 Assembly constituencies, while the second phase will address the remaining 142 constituencies.
In a surprising move on Sunday night, the ECI mandated the transfers of West Bengal's Chief Secretary, Nandini Chakraborty, and State Home Secretary, Jagdish Prasad Meena, prohibiting them from participating in any election-related activities.
Dushyant Nariala has been appointed to succeed Chakraborty, while Shanghamitra Ghosh will take over from Meena.
