Protocol Violations Under Scrutiny


New Delhi: Following concerns over protocol breaches during President Droupadi Murmu's recent visit to West Bengal, the central government has requested a detailed explanation from the state authorities by 5 PM on Sunday regarding the alleged violations of established rules governing protocol, venue, and transportation arrangements.


In a formal communication directed to the Chief Secretary of West Bengal, the Union Home Secretary has demanded clarification on the deviations from the 'Blue Book' guidelines, which outline the security and protocol measures for the President, Vice-President, and Prime Minister, along with their families.


During her visit, President Murmu expressed disappointment over the sparse attendance at a tribal community event near Bagdogra airport and raised questions about the decision to relocate the event from its original venue in Bidhannagar.


She also highlighted the absence of West Bengal's Chief Minister Mamata Banerjee and her cabinet members during her arrival.


Sources indicate that the letter sent to the Chief Secretary specifically inquired about the lack of presence from the Chief Minister, Chief Secretary, and Director General of Police to welcome the President, which constitutes a significant breach of the Blue Book protocols.


The Centre noted that only the Mayor of Siliguri was present to greet her, further emphasizing the protocol violations.


Additionally, it was reported that the restroom facilities designated for the President lacked running water, prompting the state government to provide an explanation.


The state has also been asked to clarify why the route taken by the President was littered with garbage.


The communication seeks information on any actions taken against the District Magistrate of Darjeeling, the Commissioner of Police in Siliguri, and the Additional District Magistrate, who are believed to be accountable for these lapses.


Originally, President Murmu was invited to the annual tribal community event scheduled at Bidhannagar, but due to security and logistical concerns, the venue was moved to Goshaipur, close to Bagdogra airport.


Upon her arrival at the new location, only a small number of attendees were present, with Siliguri Mayor Gautam Deb being the sole official to welcome her.


President Murmu remarked, "Mamata Banerjee is like my younger sister. I am also a daughter of Bengal. I do not know whether she is upset. Anyway, that does not matter. All of you stay well."


She further questioned the rationale behind changing the venue for the tribal community's annual gathering, suggesting that the original location would have been more accessible for attendees.


"Had the programme been held there (at Bidhannagar), it would have been better. There is ample space there, and many people could have attended. But I do not know why the state administration did not permit the meeting there. Today’s programme is being held at such a place that it is difficult for people to come here. Perhaps the state government does not want the welfare of tribals, and that is why they were prevented from coming here," she stated.


According to established protocol, it is customary for the Chief Minister or a state minister to be present to receive the President.


Vice President C P Radhakrishnan characterized the lapses during President Murmu's event as regrettable, asserting that the dignity of such a high constitutional office must always be upheld.


Prime Minister Narendra Modi criticized the West Bengal government for what he termed an insult to President Murmu during her visit, labeling the situation as "shameful and unprecedented," and claiming that the TMC administration has "truly crossed all limits."
