In the recent Tamil Nadu Assembly elections, actor-turned-politician Vijay Thalapathy's party, TVK, emerged victorious by securing 110 seats, making it the largest party in the assembly. However, they are just 10 seats shy of an outright majority. As Vijay prepares to assume the role of Chief Minister, he faces the daunting challenge of managing a staggering debt of ₹10.71 lakh crore. This raises concerns about how he will fulfill the promises made during his campaign. While he has pledged free gas cylinders and gold for the needy, the financial implications of these commitments are significant, especially given Tamil Nadu's existing debt crisis.


Promises Made by Vijay Thalapathy

Vijay's party has outlined several ambitious initiatives under the Annapurna Super Six Scheme, including: 1. Providing six free gas cylinders annually to each household. 2. Offering ₹2,500 monthly financial assistance to women aged 60 and above. 3. Granting 8 grams of gold and a silk saree for the marriage of women from economically disadvantaged backgrounds. 4. Interest-free loans of up to ₹5 lakh for women-led self-help groups. 5. Annual financial support of ₹15,000 for parents of children attending government schools. 6. Education loans up to ₹25 lakh without any collateral. 7. Monthly stipends of ₹4,000 for unemployed graduates over 29 years and ₹2,000 for diploma holders. 8. Providing 5 lakh internship opportunities, with stipends of ₹10,000 for graduates and ₹8,000 for IT graduates. 9. A monthly pension of ₹3,000 for the elderly and disabled. 10. Various other promises, including 200 units of free electricity.


Tamil Nadu's Financial Situation

Before diving into these promises, it's crucial to examine Tamil Nadu's financial health. The state's economic condition has deteriorated due to freebie schemes and electoral manifestos, with total debt projected to reach ₹10.71 lakh crore by the fiscal year 2026-27. The revenue deficit has soared to ₹48,696.32 crore, and the fiscal deficit is expected to drop from 3.48% of GSDP to 3%. The debt-to-GSDP ratio stands at approximately 31.4%.


Challenges Ahead for Vijay Thalapathy

Despite the heavy debt burden, previous governments in Tamil Nadu have spent lavishly on free schemes. The DMK government, for instance, allocated ₹5,782 crore for free bus travel. If Vijay intends to honor his electoral promises, he will need to allocate millions annually. For example, the promise of providing 8 grams of gold for the marriage of poor girls could cost around ₹108,000 at current rates. Additionally, the commitment to supply six LPG cylinders per family comes with its own challenges, especially amid the ongoing energy crisis exacerbated by conflicts in the Middle East affecting LPG supplies. Currently, the price of a 14.2 kg cylinder in Chennai is ₹928, meaning the annual cost of providing six cylinders would amount to ₹5,568. Given the existing supply issues, fulfilling this promise could prove to be a significant challenge for Vijay Thalapathy. Balancing the state's financial recovery while meeting these electoral commitments will be a formidable task for the new Chief Minister.
