Support for Formerly Incarcerated Individuals


The US Department of Labor (DOL) has announced a significant investment of approximately $81 million in grants aimed at assisting individuals transitioning from prison back into their communities. This funding is intended to facilitate training programs that equip these individuals with essential skills for securing stable employment in various sectors, particularly in skilled trades where there is a high demand for workers. The overarching aim of this initiative is to foster long-term financial independence and help individuals establish sustainable careers. This effort is part of a broader national strategy to provide second chances to those with criminal records, enabling them to reintegrate into the workforce with renewed confidence.


These grants are part of the Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships, and Training initiative, commonly referred to as the RESTART program. The allocated funds will empower organizations nationwide to either create or enhance training opportunities for those who have been incarcerated. Priority will be given to applicants focusing on shipbuilding or those collaborating with Registered Apprenticeship program sponsors, thereby enhancing access to high-quality training that leads to well-paying, stable jobs.

According to United States Secretary of Labor Lori Chavez-DeRemer, this program provides individuals with criminal backgrounds the opportunity to acquire valuable skills and secure robust employment that can support their families. She emphasized the administration's commitment to cultivating a workforce that bolsters the economy and promotes self-sufficiency among Americans. The grants are designed to target industries that require trained personnel and offer pathways for long-term career advancement.


Participants in the program will have the chance to learn new skills through practical and straightforward methods. They can engage in pre-apprenticeships, gain work experience while learning, earn essential job credentials, and receive training in digital skills and artificial intelligence fundamentals. Additionally, they will have opportunities for paid work experiences that provide insights into real job environments.


A key objective of the program is to facilitate placements into Registered Apprenticeships, which offer hands-on training and real-world experience. These apprenticeships are instrumental in guiding individuals toward enduring careers in sectors facing labor shortages, helping them to establish stable employment and progress incrementally in their chosen fields.


Funding Distribution Plans

The DOL intends to fund up to 20 RESTART projects nationwide, with approximately $30 million earmarked for national or regional organizations that focus on youth and young adults. Individual awards may reach up to $5.1 million, while the remaining funds will support initiatives led by states, territories, and tribes. These state-driven projects will integrate RESTART activities with the public workforce system as outlined in the Workforce Innovation and Opportunity Act, thereby reinforcing existing workforce programs and ensuring the sustainability of successful strategies beyond the grant period.


The department has stated that this initiative seeks to strengthen the workforce by minimizing obstacles for individuals pursuing a fresh start. While further guidance has yet to be released, officials have indicated that additional updates will be provided as the grant process progresses.
