Overview of the Chintan Shivir

The Ministry of Youth Affairs and Sports is set to host a three-day Chintan Shivir for Ministers of Youth Affairs and Sports from various States and Union Territories. This event will take place from April 24 to 26, 2026, at the Sher-i-Kashmir International Convention Centre (SKICC) in Srinagar, Jammu & Kashmir.


Leadership and Participation

Union Minister for Youth Affairs and Sports, Mansukh Mandaviya, along with Minister of State for Youth Affairs and Sports, Raksha Nikhil Khadse, will lead the Shivir. A press release confirmed their involvement.


Goals and Key Participants

The Chintan Shivir aims to provide a structured platform for discussions focused on enhancing sports governance and youth development through improved collaboration between the Centre and States, policy alignment, and institutional integration.


Senior officials from the Ministry, including Pallavi Jain Govil (Secretary, Youth Affairs), Nitesh Kumar Mishra (Additional Secretary, Youth Affairs), and Hari Ranjan Rao (Secretary, Sports), will be present. Representatives from significant national initiatives like Khelo India, Fit India, MY Bharat, and the National Service Scheme (NSS) will also participate.


Enhancing the Sports Ecosystem

The discussions will focus on bolstering the sports ecosystem in India, with particular attention to medal strategies and athlete development pathways under the Khelo India Mission. The proposed Khelo Bharat Niti aims to improve coordination between the Centre and States, while also advancing systems for talent identification and grassroots sports development.


Topics such as sports governance, promoting clean and safe sports, and developing a strong sports goods manufacturing sector will also be addressed.


The Shivir will review the Action Taken Report from previous editions to ensure continuity, accountability, and measurable results.


Youth Affairs Discussions

In addition to sports, the Shivir will engage in extensive discussions on youth affairs, focusing on increasing engagement, enhancing delivery frameworks, and improving institutional impact.


Topics will include the Annual Action Plan for 2026-27, strengthening grassroots youth club ecosystems, and boosting digital engagement via the MY Bharat portal.


There will be a special focus on enhancing collaboration between MY Bharat and the NSS, including funding mechanisms and program coordination to improve outreach and efficiency.


Key themes such as leadership development, volunteerism, experiential learning, and youth-led initiatives like the Nasha Mukti Abhiyan will also be explored.


Program Structure and Activities

The three-day event will follow a thematic framework of 'Samvaad Se Samadhaan', 'Samadhaan Se Sankalp', and 'Aatmaavlokan', promoting dialogue, cross-learning, and actionable outcomes.


Sessions will feature keynote speeches, presentations from Ministry officials and States, sharing of best practices, structured discussions, and thematic group work. Collaborative policy labs and feedback sessions will aid in designing solutions and planning implementations, with real-time documentation supporting actionable outcomes.


Activities promoting holistic engagement will include Yoga sessions, a Fit India Cyclothon, and a cultural program, along with informal consultations among participating States and Union Territories.
