UP ATS Uncovers Major Foreign Funding for Religious Conversions

Authorities are interrogating Chhangur Baba and his associate, Neetu, as they work to seize illegal assets linked to this operation. This case highlights ongoing concerns about demographic changes near the Nepal border and the tactics used for conversions, including honey traps and manipulation of minors.

Significant Foreign Funding Discovered
The Anti-Terrorism Squad (ATS) of Uttar Pradesh revealed on Friday that Jalaluddin, also known as Chhangur Baba, has received approximately ₹500 crore in foreign funding over the past three years. Out of this, ₹200 crore has been officially confirmed, while ₹300 crore was allegedly sent through illegal hawala channels via Nepal. According to the agency, over 100 bank accounts were opened in border districts of Nepal, including Kathmandu, Nawalparasi, Rupandehi, and Banke. This money was reportedly being utilized for religious conversions in India.
Funding Mechanism and Local Involvement
Agents in Nepal facilitated the transfer of funds to Chhangur Baba, a resident of Madhpur in Balrampur district, charging a commission of 4-5%. In several instances, cash was deposited through Cash Deposit Machines (CDMs). The funds were then brought to Indian districts such as Balrampur, Shravasti, Bahraich, and Lakhimpur, where local currency exchangers converted Nepalese currency into Indian rupees.
Religious Conversion Activities
ADG Law and Order Amitabh Yash stated that Chhangur Baba's gang has been engaged in religious conversions for a long time. Tactics such as honey traps, luring minors, and leveraging influential community members were employed for these conversions. They received substantial foreign funding for these activities, which will either be seized or destroyed under legal provisions. The area is in close proximity to the Nepal border, where attempts at demographic changes have been known for some time, indicating this could be part of a larger effort.
Ongoing Investigations and Arrests
Previously, ADG Amitabh Yash mentioned that the Uttar Pradesh ATS has taken Chhangur Baba and his main associate Neetu, also known as Nasreen, into custody for a seven-day remand. They will be interrogated regarding their gang's network, financial transactions, and illegal assets. The process of seizing and demolishing Chhangur Baba's illegal properties is also underway. Reports indicate that this gang has been operational for the last 15 years, facilitating conversions. All individuals with evidence against them have been arrested, including one named Mohammad Ahmed, as the ATS continues its investigation. The Enforcement Directorate has requested the FIR related to this case from the ATS.
