Preventive Measures Against CJP Protest
New Delhi: The Union Ministry of Home Affairs (MHA) has issued directives to all states and Union Territories, urging them to collaborate with the Delhi Police to implement preventive measures aimed at stopping protesters from heading to the national capital for the Cockroach Janta Party (CJP) demonstration planned at Jantar Mantar this Saturday.
This protest is intended to call for the resignation of Chief Election Commissioner Gyanesh Kumar, citing alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls.
In a communication sent to the Directors General of Police (DGPs) across all states and Union Territories, the Ministry emphasized the urgency of taking immediate action due to reports of CJP supporters attempting to enter Delhi without proper authorization, which could disrupt public peace.
The Ministry also highlighted the importance of ongoing, real-time intelligence sharing among state and UT intelligence agencies, border and transit authorities, and the Delhi Police to thwart any unauthorized movements and maintain law and order.
In the letter, the Union Home Secretary pointed out the serious implications for law and public order posed by the planned gathering at Jantar Mantar on October 10.
The communication clarified that the request from the CJP to hold the protest had been explicitly denied, and the assembly was prohibited by the authorities.
The Home Secretary referenced a Supreme Court ruling from 2018, stressing that established protocols for assemblies in designated areas must be adhered to strictly. The Ministry reiterated that upholding public order and legal compliance is a fundamental duty of the authorities.
The letter stated, "The Ministry regards the maintenance of law and public order as a constitutional necessity. We request strict adherence to these directives to uphold the rule of law."
Additionally, the Ministry accused the CJP and its affiliated political entities of a history of non-compliance with lawful directives during past events.
It noted that previous mobilizations of supporters arriving in Delhi from various states had led to public order disruptions and damage to property, raising concerns about similar occurrences during the upcoming protest.
The letter remarked, "Their past mobilizations from different states into Delhi resulted in significant disruptions of public order and damage to public/private property."
According to the Ministry, credible intelligence suggests that despite the formal prohibition communicated to the CJP, the organization and its affiliates may attempt to defy legal orders and enter the national capital without authorization.
The communication warned that such actions could pose a law and order challenge in Delhi, prompting the Centre to instruct states and UTs to take coordinated measures to prevent any disturbances.
To avert any breach of public tranquility and protect critical infrastructure, all states and UTs have been directed to work with the Delhi Police and implement immediate preventive actions within the legal framework.
In light of the protest, several train services have been canceled, leading to significant inconvenience for passengers traveling to various destinations on Saturday.
Travelers at railway stations reported challenges due to these cancellations, with many having to alter their travel plans at the last minute.
