Two FIRs Filed in Mandi Over Misconduct and Obscene Performance During Festival
Police Action in Mandi: Allegations of Misconduct and Obscenity

On February 23, 2026, the Sadar Police Station in Mandi initiated two distinct FIRs concerning allegations against a senior government official and an inappropriate performance during the International Mahashivratri Festival.
Complaint Against Advocate
The first FIR, numbered 64/2026, was filed at 5:20 PM under various sections of the Bharatiya Nyaya Sanhita (BNS) following a complaint from Rupinder Kaur, the Sub-Divisional Magistrate (SDM) of Mandi.
The complaint details an incident from July 14, 2025, in which advocate Azad Kaith allegedly instigated a dispute regarding videography in the SDM's office. The SDM accused him of using offensive language and making derogatory comments, which she claimed were intended to intimidate her.
Additionally, it is alleged that on February 17, 2026, the advocate followed the SDM and recorded her without consent, capturing defamatory remarks about her character and professional integrity. The SDM contended that this act was deliberate, aimed at damaging her reputation and causing emotional distress.
She further alleged that the video was disseminated publicly, leading to significant harm to her standing. The FIR encompasses charges of defamation, stalking, criminal intimidation, and interference with official duties.
An investigation has commenced, led by Sub-Inspector Madan Lal, who is overseeing the case.
Second FIR Regarding Cultural Performance
In a separate incident, FIR No. 65/2026 was lodged at 8:58 PM under Section 296 of the BNS, following an email complaint from Ashwani Kumar Saini, the General Secretary of the Sundernagar Progressive Development Forum (R).
Saini's complaint alleged that during the cultural night of the International Mahashivratri Festival, performer Harbans Arora presented inappropriate jokes from the stage. He claimed that instead of halting the performance, the organizers allowed it to be broadcast live.
The complaint asserted that this behavior offended the religious sentiments tied to the historic festival and tarnished the reputation of Mandi district throughout the state. It was also claimed that the live broadcast of the performance caused public embarrassment and outrage.
The police have registered this case and initiated an investigation, which is also being conducted by Sub-Inspector Madan Lal.
Investigations into both matters are ongoing, and authorities have indicated that suitable legal measures will be taken based on the outcomes.
