Chief Justice's Response to Emotional Reactions

On Monday, Chief Justice D.Y. Chandrachud urged lawyers not to react too emotionally, as the Supreme Court declined to conduct an immediate hearing regarding petitions linked to the recent "cockroach" controversy stemming from his statements. This matter was brought before a bench led by the Chief Justice, which also included Justices Joymalya Bagchi and V.M. Pancholi. The court stated that there was no necessity for an urgent hearing and that the petitions would be considered in due course.

Details of the Petitions

Two public interest litigations (PILs) were submitted to the court. One petition sought directives against the alleged commercial use and dissemination of court proceedings on social media and other platforms. The second petition called for an investigation into activities related to a satirical online movement. During the hearing, a lawyer argued that despite previous clarifications from the Chief Justice, a distorted and malicious narrative was being propagated online, damaging the image of the judiciary. In response to these arguments, the Chief Justice remarked that the situation should not be taken so emotionally and rejected the request for an urgent hearing.

Background of the Controversy

What Sparked the Controversy?

The controversy began on May 15 during a hearing related to allegations of senior advocate designations and fake law degrees. During this session, the Chief Justice criticized attacks on institutions, labeling them as "parasites of society." He also mentioned that some unemployed youth behave like "cockroaches," attacking institutions through media, social media activism, and RTI campaigns. These comments quickly drew sharp online backlash, with many users accusing the judiciary of insulting unemployed youth. Following this, a satirical social media campaign began trending online.

Clarification from the Chief Justice

Misrepresentation of Statements

As the controversy escalated, the Chief Justice clarified that his remarks were being taken out of context and emphasized that they were not aimed at the youth of India. He stated that his criticism was directed at those who misuse fake degrees to enter the profession and attack institutions. The Chief Justice had previously asserted, "It is completely baseless to say that I criticized the youth of our country; they continue to inspire me." The satirical "Cockroach Party" movement was reportedly initiated by 30-year-old Abhijit Dipke from Maharashtra, who later claimed to reside in the United States. This campaign gained rapid popularity on social media platforms, particularly X. However, the original "Cockroach Party" account was subsequently banned in India. Reports indicate that this action was taken following intelligence agency information, citing national security concerns, and was directed by the Ministry of Electronics and Information Technology.
