Holistic Approach to Industrial Cluster Development
New Delhi, March 18: Stakeholders have underscored the necessity for a comprehensive strategy aimed at revitalizing export-focused industrial clusters. This strategy should combine infrastructure enhancements with capacity building, technology integration, and improved market access, as revealed in a recent announcement.
During a post-Budget meeting convened by the National Industrial Corridor Development Corporation (NICDC), the significance of bolstering domestic manufacturing ecosystems was emphasized, especially in sectors heavily reliant on imports.
The meeting was led by Amardeep Singh Bhatia, Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT).
Rajat Kumar Saini, CEO and Managing Director of NICDC, highlighted the necessity for ongoing stakeholder collaboration to refine and implement the cluster development framework effectively.
The gathering saw participation from various representatives, including those from Export Promotion Councils (EPCs), industry associations, financial institutions, research entities, and government officials.
Participants also pointed out the critical need for robust testing, certification, and quality infrastructure to boost global competitiveness and lessen dependence on foreign facilities, as stated by the Commerce Ministry.
Importantly, discussions focused on fostering innovation, research and development, and the commercialization of technology within these clusters.
Targeted assistance for MSMEs to improve productivity and facilitate their integration into global value chains was also a key point of discussion, according to the statement.
Stakeholders called for effective governance mechanisms, including industry-led initiatives through Special Purpose Vehicles (SPVs), and the creation of cluster-level facilitation systems to aid investors and businesses.
“Streamlining regulatory processes, enhancing awareness and accessibility of government programs, and allowing greater flexibility at state and district levels for context-specific implementation were also highlighted,” the statement noted.
Discussions also covered the importance of strengthening design, innovation, and intellectual property ecosystems, developing sustainable financing models, and utilizing existing government initiatives to scale high-potential clusters.
A broad agreement was reached on prioritizing MSMEs in cluster development efforts, focusing on improving access to finance, enhancing capabilities, and increasing participation in export markets.
The necessity to align cluster development with global demand trends and to fortify India’s position within global value chains was also emphasized.
