New Training Requirements for IPS Officers
The Indian Police Service (IPS) is undergoing a significant transformation regarding promotions and annual performance evaluations. Under a new directive from the Ministry of Home Affairs, officers are now required to complete training courses on various subjects, including Artificial Intelligence (AI), ChatGPT, and cybersecurity. These courses will be integrated into the Annual Performance Appraisal Report (APAR) to enhance the efficiency of police personnel and prepare them for the use of modern technology.
According to reports, a total of 24 training courses have been established for IPS officers. These courses are categorized into four groups based on the officers' length of service, with each category containing six courses, three of which are mandatory. Officers must complete the courses relevant to their category, and their performance and training completion will be factored into the annual evaluation process.
The training program emphasizes modern digital tools such as AI and ChatGPT, alongside topics like cybersecurity, evidence-based policy-making, and effective communication. Additionally, training related to the Narcotic Drugs and Psychotropic Substances (NDPS) Act concerning search and seizure procedures is also included. The aim of these courses is to equip officers with technical knowledge and enhance their capabilities in investigation, administrative decision-making, and law enforcement.
These courses will be accessible through the iGOT Karmayogi digital platform, an online training initiative by the central government that offers various capacity-building courses for government officials and employees. The digital format allows officers to complete their training at their convenience and within the stipulated time frame.
This initiative is seen as a response to the increasing role of technology and skill development in policing. With the rise in cybercrime, online financial fraud, and cases involving digital evidence, it is crucial for police officers to be well-versed in modern technologies. Training in AI tools and cybersecurity will help officers better understand new challenges and utilize technology effectively in investigations and administrative tasks.
The APAR plays a vital role in career and service-related decisions for government officials. Therefore, linking training to the APAR means that timely completion of the designated courses will be essential for IPS officers. However, this does not imply that merely completing the AI course guarantees promotion, nor will failure to complete a single course automatically halt promotion. Decisions regarding promotions will still adhere to the relevant service rules and established evaluation processes.
The overarching goal of this initiative by the Ministry of Home Affairs is to train IPS officers in line with the evolving demands of the times and to enhance professional competence within police administration. If effectively implemented, this new system will provide officers with opportunities to develop their skills in traditional policing as well as in modern technology, digital security, and data-driven decision-making.
