Shivraj Singh Chouhan to Address Key Employment Bill Amid Rising Pollution Concerns
Government's Response to Employment Bill
In New Delhi, Union Minister Shivraj Singh Chouhan is poised to present the government's stance on the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025, on Thursday.
This proposed legislation aims to replace the existing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with a new system that promises 125 days of wage employment each year for rural households. The discussion phase of the Bill wrapped up on Wednesday.
Opposition critics have voiced concerns that this change may undermine job guarantees driven by demand and could shift financial responsibilities onto state governments. Conversely, supporters view it as a contemporary approach that aligns with the 'Viksit Bharat @2047' vision, focusing on essential infrastructure such as water security and rural livelihoods.
Debate on Air Pollution in Delhi-NCR
The Lower House is also set to engage in a focused discussion under Rule 193 regarding the worsening air pollution crisis in the Delhi-NCR region. This issue has been brought to the forefront by various MPs, including Priyanka Gandhi Vadra from Congress, Kanimozhi Karunanidhi from DMK, and Bansuri Swaraj from BJP.
With air quality in Delhi frequently reaching hazardous levels this winter, lawmakers are expected to deliberate on strategies for mitigation, the health implications for the public, and the need for coordination between states.
Legislative Progress on Multiple Fronts
Significant legislative advancements were made on Wednesday as the Lok Sabha approved the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, 2025, introduced by Minister Jitendra Singh.
This new law facilitates private sector involvement in nuclear power generation, establishes a practical civil liability framework, and grants statutory authority to the Atomic Energy Regulatory Board. Advocates believe this will expedite India's target of achieving 100 GW of nuclear capacity by 2047, enhancing clean energy security in response to increasing demands from data centers and industries.
In the Rajya Sabha, the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025, was also passed on Wednesday, allowing for 100% Foreign Direct Investment in the insurance sector, an increase from the previous limit of 74%. Additionally, the Upper House approved the Repealing and Amending Bill, which eliminates 71 outdated laws. These legislative changes are anticipated to attract foreign investment, improve insurance accessibility, and work towards the goal of 'Insurance for All' by 2047.
