Fraudulent Test Reports Discovered in LCA Tejas Mk1A Program

A significant issue has emerged regarding India's indigenous defense initiatives. An internal audit conducted by Hindustan Aeronautics Limited (HAL) revealed that 199 test reports for parts supplied to the Light Combat Aircraft (LCA) Tejas Mk1A program were found to be fraudulent. Following this revelation, HAL has filed a criminal complaint against a vendor company based in Hyderabad in Bengaluru.


This incident directly impacts the security and quality control of the nation's most crucial fighter jet project, causing alarm among security agencies.


Criminal Complaint Filed Against TEC Aero Devices

On June 2, based on a complaint from Ranu Gupta, Deputy General Manager of HAL's Aircraft Division, an FIR was lodged at the HAL police station in Bengaluru against TEC Aero Devices. The CEO of TEC Aero Devices, M. Shivaram Prasad, has been named as a suspect, and the police have initiated a case of fraud and forgery against the company.


Gupta's complaint indicated that HAL had issued 18 purchase orders for parts related to the LCA-83 Mk-1A project starting March 28, 2022. After submitting samples, test reports, and other documents, the company received approval certificates for producing parts across 35 categories, with the requirement to submit original test reports during bulk supply.


Discovery of Fake Test Reports

TEC Aero Devices submitted 199 test reports. Subsequently, HAL's quality control department requested original reports related to tensile strength, hardness, break load, shear, NDT, microstructure, and salt spray tests, but TEC Aero Devices failed to provide them.


According to the complaint, HAL received an apology from TEC Aero Devices on November 22, 2023, acknowledging that two false reports had been submitted under the name of Axis Inspection Solutions in Hyderabad. Following this, HAL conducted an audit of Axis Inspection Solutions on November 29, 2023, to verify the authenticity of the test reports previously submitted by TEC Aero Devices.


Audit Findings and Consequences

During the audit, HAL discovered that all 199 reports submitted by the Hyderabad-based company between February and September 2023 were indeed fake. It was also revealed that these reports were not issued by Axis Inspection Solutions.


The FIR states, "Axis Inspection Solutions informed HAL that their name and signature were misused to create and submit fake reports." Consequently, HAL has suspended business with TEC Aero Devices for three years, until March 10, 2027, and confirmed that no payments would be made to the company during this period.
