Approval for Cross-Border Trade

Shipki La Pass in Himachal Pradesh’s Kinnaur District


The Ministry of External Affairs has given the green light to restart cross-border trade with China via the Shipki La pass, located in the Kinnaur district of Himachal Pradesh. This initiative is set to facilitate commercial activities beginning in June of the upcoming year.


This high-altitude pass, situated in the Pooh subdivision, has been closed for trade for several years. Following the central government's approval, the local administration in Kinnaur has begun preparations to make the trade route operational.


A preparatory meeting was convened by the Shipki La Trade Authority, led by Deputy Commissioner Dr. Amit Kumar Sharma, involving relevant departments and key stakeholders.


Focus on Infrastructure and Security

During the meeting, officials discussed enhancing road connectivity along the Shipki La-Namgia route, bolstering security measures, and establishing customs facilities. They also reviewed medical and emergency response protocols, along with inter-departmental coordination to ensure seamless trade operations.


It was agreed that trader registration and other necessary procedures would be finalized ahead of the planned opening.


Regulations for Traders

The Deputy Commissioner indicated that security at the trade point would be a collaborative effort between the Indo-Tibetan Border Police (ITBP) and local law enforcement. Trader registration will be managed by the Pooh tehsildar, with trade passes issued only to verified and approved applicants.


Applicants must provide valid identification, domicile certificates, passport-sized photographs, and details of any previous trading experience, if applicable.


Trade Item Restrictions

Authorities have specified that trade through Shipki La will be restricted to items designated by the Government of India. Non-notified goods will not be permitted to cross the border in either direction. The customs department will ensure adequate staffing at the local customs station and will disseminate the list of approved trade items widely. All shipments will undergo thorough inspections at the border to ensure adherence to established regulations.
