Romi Bhinder Fined for Dugout Phone Usage

Romi Bhinder, the manager of Rajasthan Royals (RR), has been fined and warned for using his mobile phone in the dugout during the IPL 2026 match against Royal Challengers Bengaluru (RCB) at Barsapara Cricket Stadium in Guwahati on April 10.

During the team's run chase against RCB, Bhinder was seen using his phone, which led to a breach of the Players' Match Official Area (PMOA) protocol. A BCCI official indicated that he could face disciplinary measures from the IPL committee following the incident.

Health Issues Cited for Phone Use

Reports suggest that Bhinder's phone usage was linked to his health issues. He has previously suffered from collapsed lungs, requiring an extended hospital stay, including time in the ICU and on a ventilator, which prompted him to keep his phone accessible during the match.

Fine Imposed for PMOA Violation

Following an investigation, Bhinder was found to have violated the PMOA protocol and was fined INR 1 lakh along with a warning. A BCCI official confirmed that the Anti-Corruption and Security Unit (ACSU) found no serious issues apart from the phone usage, and Bhinder acknowledged his mistake.

The official stated, "The ACSU investigated and found no violations other than the PMOA breach. Since it was his first offense, he received a fine of one lakh rupees and a warning."

Investigation Clears Vaibhav Sooryavanshi

The ACSU did not take any action against RR player Vaibhav Sooryavanshi, as he was merely seated next to Bhinder during the incident and was not involved in the phone usage.

ACSU Unconvinced by Bhinder's Explanation

After receiving a notice from the ACSU, Bhinder explained that his medical condition necessitated the phone's presence. However, BCCI secretary Devajit Saikia expressed that the officials were not entirely satisfied with his justification and proceeded with disciplinary action.

Saikia remarked, "Romi Bhinder was involved in a protocol violation during the Guwahati match. He was given 48 hours to clarify his position. His explanation was received, but we are not fully satisfied. As it was his first breach, he was fined INR 1 lakh and warned to exercise more caution in the future."

Romi Bhinder's Health Challenges

Romi Bhinder is currently facing serious health challenges, having lost 10-12 kg before IPL 2026 due to a severe lung condition. Despite being in the ICU just a month prior to the tournament, he continues to fulfill his responsibilities.

PMOA Protocol Overview

According to the PMOA protocol, team managers, coaching staff, and support personnel are strictly prohibited from using mobile phones in the dugout or on the field during live matches. This rule is in place to maintain communication control and prevent any external influences on tactical decisions.
