In a post shared on X, Gandhi characterized the brutal daylight attack on the retired Army officer, who was simply out for a morning stroll, as shocking and deeply concerning. He emphasized that this incident highlights a significant decline in the state's security conditions.

Gandhi pointed out that those who have devoted their lives to protecting the nation at its borders now find themselves unsafe in their own communities. He noted that ordinary citizens and various groups are living in fear due to the increasing violence.
Criticizing the ruling BJP, Gandhi claimed that under the current administration, criminals feel more secure than law-abiding citizens. He remarked that Uttarakhand, once celebrated for its tranquility and safety, has descended into a state where violence and insecurity are on the rise, attributing this to what he termed 'ineffective and irresponsible leadership.'
These remarks follow the incident where Brigadier V.K. Joshi was reportedly caught in crossfire during a shooting that erupted from a dispute between two vehicles in the Rajpur area on Monday morning.
According to law enforcement, the argument escalated into gunfire. Joshi, who was out for his morning walk, was struck by the bullets and sustained severe injuries. He later succumbed to his wounds while receiving medical care.
Authorities have initiated an investigation, secured the area, and are actively working to identify those responsible. Multiple teams have been dispatched, and checkpoints have been established across various jurisdictions to capture the suspects. Officials indicated that more information will be released as the investigation unfolds.
