The Sukhu administration is currently facing significant internal strife, as a dispute regarding bureaucratic conduct has escalated into a major political clash.
Public Works Department Minister Vikramaditya Singh has publicly criticized IAS and IPS officers from outside Himachal Pradesh, claiming they are undermining the state's interests. In response, two senior cabinet members—Revenue Minister Jagat Singh Negi and Panchayati Raj Minister Anirudh Singh—have come forward to defend these officers, expressing strong disapproval of Singh's comments.
Both ministers labeled the remarks as unfortunate and irresponsible, emphasizing that blaming officers for administrative shortcomings is unacceptable.
Revenue Minister Jagat Singh Negi stated that the majority of officers in Himachal Pradesh are dedicated and effective, arguing that it is unjust to generalize about the entire bureaucracy. He pointed out that administrative failures should not be casually attributed to officers, asserting that 'broad accusations only undermine governance and morale.'
Negi further remarked, 'The system cannot function on mere accusations. If there are implementation issues, they should be resolved through institutional means, not public denunciations.'
Anirudh Singh's Strong Defense of Bureaucracy
Panchayati Raj Minister Anirudh Singh took a firmer stance, defending the officers and placing the onus on political leadership. He stated, 'Officers are fulfilling their responsibilities. A minister must know how to effectively engage with the administration. If there are issues within a department, it reflects the minister's own administrative shortcomings. Blaming officers does not mask incompetence.'
Singh added that he has never encountered difficulties with the officers in his department, who have consistently met expectations.
Shifting Focus from Bureaucracy to Leadership
The political discourse has transitioned from focusing on bureaucracy to scrutinizing leadership. Observers suggest that since the Chief Minister holds administrative control and financial authority, Vikramaditya Singh's comments may be an indirect challenge to the Chief Minister's power, disguised as criticism of the bureaucracy.
The robust defense by Jagat Singh Negi and Anirudh Singh is interpreted as a clear political endorsement of the Chief Minister's leadership.
