Political Dynamics Surrounding UCC
New Delhi: The debate surrounding the Uniform Civil Code (UCC) has gained momentum within the National Democratic Alliance (NDA). Following remarks by Union Home Minister Amit Shah about implementing UCC across all 21 NDA-ruled states before the 2029 Lok Sabha elections, various allied parties have expressed differing opinions. The Telugu Desam Party (TDP), Shiv Sena, and Hindustani Awam Morcha (HAM) have shown support for this initiative, while the Janata Dal (United) or JDU has stated it will review the provisions of the law before forming a stance.
Amit Shah recently announced that UCC would be enforced in all NDA-governed states ahead of the upcoming elections. The UCC aims to establish a uniform legal framework for citizens concerning marriage, divorce, inheritance, and other personal laws. However, discussions regarding its provisions, scope, and potential impact on various communities continue to unfold.
Support from TDP and Shiv Sena
In response to Amit Shah's statement, both TDP and Shiv Sena have expressed their backing. Reports indicate that TDP's Andhra Pradesh president, P. Srinivas Rao, affirmed the party's alignment with the Home Minister's comments. Similarly, Maharashtra's Deputy Chief Minister and Shiv Sena leader Eknath Shinde endorsed the UCC concept, recalling that the party's founder, Bal Thackeray, envisioned a uniform civil law for all citizens.
Despite TDP's support, there is an emphasis on the need for discussions among all parties. This suggests that while there is backing within the coalition, deliberations on the practical aspects and implementation of the law will be crucial.
Jitan Ram Manjhi's Support
Central Minister and HAM leader Jitan Ram Manjhi has also voiced his support for the UCC. Reports from September 16 indicate that he justified the UCC in terms of constitutional equality, referencing issues like triple talaq and Article 370. His stance appears to align with the BJP's position on this matter.
JDU's Cautious Approach
Regarding the UCC, JDU has opted for a cautious approach, refraining from making any hasty decisions. Bihar's Deputy Chief Minister and JDU leader Vijay Kumar Chaudhary stated that the party would first analyze the proposed law's provisions. He added that if no objectionable elements are found, there would be no reason to oppose it. However, any concerns would be raised with the Home Minister.
There are also indications that JDU's executive national president, Sanjay Jha, may meet with Amit Shah to discuss this issue. The party has indicated that a position will be established following comprehensive discussions.
Disagreements in Bihar Over UCC
The UCC issue has become a focal point of discussion within the NDA in Bihar. JDU leader Shyam Rajak has explicitly stated that the party's stance has been against implementing the UCC in the state. Conversely, HAM's supportive position highlights the differences among NDA constituents in Bihar. Nevertheless, JDU's final stance at the national level remains to be clarified after reviewing the proposed law and engaging in discussions with BJP leadership.

The central question regarding the UCC is how the central government intends to shape the proposed law and reach consensus with allied parties. Different communities and states have unique social and legal contexts concerning marriage, divorce, inheritance, and personal laws.
