Police Seize Control of Properties Linked to Drug Case in Nurpur
Significant Developments in the Balwinder @ Billa Case
In a pivotal move, police in Nurpur have escalated their actions regarding the Balwinder @ Billa case under the NDPS Act. Properties that were previously frozen, including the Hotel-cum-Restaurant 'Kwality' and eight shops located near Muhal Toki on NH-44 in Indora, Kangra, are set to be officially taken over by the Station House Officer (SHO) of Dumtal Police Station.
An order issued by the competent authority in New Delhi on September 9, 2026, has validated the freezing of assets valued at ₹3.32 crore, which includes luxury properties owned by Urmila Devi, the spouse of Balwinder @ Billa. Following a request from the Nurpur Police, the authority has granted the SHO Dumtal the power to take possession and manage these properties under Section 68G of the NDPS Act.
The properties encompass specific land parcels as outlined in official documentation, and their management will adhere to Section 68T of the NDPS Act. Notably, all income generated from these assets will be closely monitored, prohibiting any independent withdrawals, investments, or transfers. Any expenditures will require prior approval, ensuring thorough financial oversight.
This action underscores a significant principle: the NDPS law's reach extends beyond mere arrests and seizures to encompass comprehensive control over illicitly obtained assets and their revenue. The Nurpur Police have reiterated their dedication to leveraging financial and property-related provisions of the Act to effectively dismantle drug trafficking networks.
