Call for Enhanced Defense Budget Allocation

New Delhi, August 7 - A parliamentary committee has recommended an increase in the capital budget allocation for the defense sector, considering the current geopolitical climate and the necessity to maintain reliable combat capabilities at all times. This report from the Parliamentary Standing Committee on Defense was presented in Parliament on Friday. The committee also expressed unanimous agreement with the defense ministry regarding the issue of tax exemptions on disability pensions for defense personnel, stating that it falls under the purview of the finance ministry.

However, the committee raised concerns regarding amendments related to tax exemptions on disability pensions for armed forces personnel.

The report stated, “The committee wishes to reiterate its previous recommendation that the defense ministry, as a stakeholder, should raise this matter with the finance ministry at an appropriate level to ensure that the financial concerns of veterans, particularly disabled personnel, are addressed adequately.”

It was noted that the modernization of the armed forces is funded through the capital segment of the defense budget. This modernization includes the procurement of advanced technologies and weapon systems to enhance defense capabilities. The report emphasized, “In light of the current geopolitical situations and the need to maintain reliable combat capabilities at all times, the committee recommends further budget allocation under the capital segment.”

The parliamentary committee expressed satisfaction over the significant increase in the capital budget allocation for 2026-27 compared to the previous year and mentioned that additional funds would be requested during the supplementary/revised estimate phase if necessary.

DRDO's Commitment to Gender Equality

In another report, the committee acknowledged that the Defense Research and Development Organization (DRDO) provides equal opportunities for female employees and has an established grievance redressal mechanism. However, it recommended that “every possible effort should be made to strengthen the grievance mechanism” and ensure strict adherence to standard operating procedures for addressing complaints under the Sexual Harassment of Women at Workplace Act.

The committee appreciated the role of the internal grievance committee and the appointment of nodal officers in each lab for timely resolution of complaints under this act.

Focus on Project Completion and Cost Efficiency

The report expressed the committee's desire to be informed about the steps taken by DRDO to ensure timely project completion, proper utilization of funds, and control over cost increases. It reiterated the recommendation that DRDO should promptly finalize and notify key performance indicators (KPIs) covering cost efficiency, technological maturity, target dates, completion timelines, and operational effectiveness.

Additionally, the committee noted the ministry's response indicating that various welfare measures and initiatives have been launched by the Ex-Servicemen Welfare Department for the benefit of veterans and their dependents, including increased financial assistance, strengthened legal aid, establishment of integrated soldier complexes, and regular consultations with stakeholders.

The report stated that these initiatives are commendable and reflect the ministry's commitment and ongoing efforts to improve the welfare ecosystem for the veteran community. It reiterated its previous recommendation that the ministry should initiate a comprehensive study, in consultation with the education ministry, state governments, professional regulatory bodies, and other relevant stakeholders, to explore the possibility of increasing reservations and expanding opportunities for the children of defense personnel in professional colleges across the country.
