Introduction to the Model Code of Conduct


Bhubaneswar: The Higher Education Department of Odisha has introduced a detailed Model Code of Conduct (MCC) aimed at enhancing discipline, academic integrity, and mutual respect across all public universities, government and private colleges, as well as teacher training institutions.


According to a statement from Joint Secretary Mousumi Nayak, this code is intended to foster a safe and respectful learning atmosphere, especially in light of the evolving dynamics between teachers and students and the shifting social landscape within educational settings.


The guidelines were developed following input from academic committees and discussions with various stakeholders. Institutions are required to implement the code without delay and ensure it is widely communicated to students, faculty, and administrative personnel.


Colleges and universities must integrate the MCC into their prospectuses, admission documents, student handbooks, and official websites. They are also encouraged to hold orientation sessions and awareness campaigns to educate all stakeholders about the code's provisions.


The directive enforces strict compliance with academic discipline, including mandatory attendance policies, where repeated absences will be considered a serious violation. Students are expected to obtain prior approval for any absences, and guardians will be notified in cases of extended absence. Unauthorized protests, strikes, or violent actions on campus are strictly forbidden, with offenders facing disciplinary and legal repercussions.


Furthermore, the code stresses accountability for any damage to institutional property, requiring compensation from those responsible, with expulsion as a potential consequence for non-compliance. The use of intoxicants, whether on or off campus, is completely prohibited. Any sexually inappropriate or lewd behavior will not be tolerated and will be addressed by Internal Complaints Committees.


Institutions are tasked with creating monitoring and grievance redressal systems to ensure timely handling of complaints. For faculty members, the code underscores their role as mentors, emphasizing the importance of maintaining professional ethics, ensuring fair evaluations, and preventing the abuse of authority.


Any form of discrimination, harassment, or intimidation by teachers will result in severe disciplinary and legal actions. Institutions are also encouraged to foster constructive discipline and promote inclusive, respectful environments throughout the state.
