Significant Changes in Odisha Administrative Service

The Odisha government, through its General Administration and Public Grievance Department, has initiated a major reshuffle involving the Odisha Administrative Service (OAS) officers, resulting in numerous transfers and new appointments throughout the state.


Notable Transfers and New Roles:



  • Padmanav Samantray, OAS Gr.A (SB), has been moved from his position as Additional Executive Officer at the Zilla Parishad in Angul to become the Sub-Collector of Titlagarh in Bolangir district. He will also take on the role of Sub-Divisional Magistrate (SDM) for Titlagarh, as per Section 14(4) of the Bharatiya Nagarika Suraksha Sanhita (BNSS), 2023.

  • Binaya Kumar Bhoi, OAS Gr.A (SB), has been appointed as Sub-Collector and SDM for Boudh, under Section 14(4) of the BNSS, 2023.

  • Dasarathi Saraboo, OAS (S), is transitioning from his role as Sub-Collector in Sundargarh to become the Regional Manager at RIC in Berhampur.

  • Suraj Kumar Pattnaik, OAS (S), has been reassigned from Additional Executive Officer at the Zilla Parishad in Bargarh to Additional District Magistrate (ADM) in Sundargarh, in accordance with Section 14(2) of the BNSS, 2023.

  • Charles Nayak, OAS Gr.A (SB), has been designated as Sub-Collector and SDM for Balasore.


Additional appointments for Sub-Collectors include: Mani Prasad Misra (Anandapur), Chandni (Panposh), Pallabi Rani Raj (Jajpur), Sandhyanjali Majhi (Kendrapara), Reena Kumari Naik (Berhampur), Pradhan Tully Amma (Bhanjanagar), and Pramod Kumar Nayak (Balasore).


All officers have been officially relieved from their current roles, effective July 24, 2025 (AN), and are required to report to their new positions immediately without any joining time.
