NIA's Supplementary Charges Against Hafiz Saeed

The National Investigation Agency (NIA) has implicated Hafiz Saeed, the leader of the banned terrorist organization Lashkar-e-Taiba, in its supplementary chargesheet regarding the horrific terrorist attack in Pahalgam, dated July 6. According to a statement from the NIA, the agency has accused Saeed personally and as the head of Lashkar-e-Taiba and its active proxy group, 'The Resistance Front' (TRF), in the chargesheet submitted to the special court in Jammu.

Charges Filed Under Various Laws

Saeed faces multiple charges under the Indian Penal Code (IPC), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The NIA has also invoked punitive sections related to waging war against India and conspiracy from across the border. This supplementary chargesheet, which follows the original 1,597-page document, details the conspiracy from Pakistan, Saeed's involvement, and the evidence collected through extensive scientific investigation and ground inquiries by the NIA. In its previous chargesheet filed on December 15, 2025, the NIA had named Pakistani handler Sajid Jatt as an accused, along with three terrorists killed during 'Operation Mahadev' in July 2025 and two arrested suspects. The agency has also charged the banned organization LeT/TRF as a legal entity for its role in planning, facilitating, and executing the Pahalgam attack.

On April 22, 2025, a deadly attack in Pahalgam, Jammu and Kashmir, was carried out by Pakistan-backed terrorists targeting individuals based on their religion. This tragic incident resulted in the deaths of 25 innocent tourists and a local resident. Initially, an FIR was registered at the Pahalgam police station. Following preliminary investigations by the Jammu and Kashmir police, the case was handed over to the NIA by the Ministry of Home Affairs. The statement emphasized, "The NIA is investigating the entire conspiracy from Pakistan that promotes terrorism on Indian soil from across the border." It is also noteworthy that in response to the Pahalgam attack, India conducted a military operation on the morning of May 7, targeting and destroying several terrorist bases in Pakistan and Pakistan-occupied Kashmir (PoK).
