Manipur Welcomes New Chief Minister
Following the tenure of N. Biren Singh, who led the BJP government in Manipur, the state is now set to be governed by a new leader. After nearly a year of President's Rule, the path has been cleared for a new government, with Yumnam Khemchand Singh being elected as the leader of the BJP and NDA legislative party. Today, in Imphal, the leader of the National Democratic Alliance (NDA) legislative party, Y. Khemchand Singh, presented the claim to form the government. A delegation led by the BJP's Manipur unit president, A. Sharda Devi, met with Governor Ajay Kumar Bhalla at Lok Bhawan to formally assert their claim to govern. This delegation included two legislators from the Kuki-Jo majority districts of Churachandpur and Pherzawl.
Khemchand Singh: A Leader with Diverse Background
Khemchand Singh is recognized as a disciplined and balanced leader who emphasizes dialogue. He is the first Indian to achieve a 5th Dan Black Belt in traditional South Korean Taekwondo, having started practicing martial arts at a young age and playing a pivotal role in popularizing Taekwondo in Northeast India. His contributions to promoting Taekwondo in Assam and Manipur are well acknowledged.
Political Experience and Leadership
His political journey has been extensive, representing the Singjamei assembly constituency since 2017. Previously, he served as the Speaker of the Manipur Assembly from 2017 to 2022 and later held significant portfolios in the state cabinet, including urban administration, rural development, panchayati raj, and education. His administrative acumen and organizational skills have made him a trusted figure within the party.
Promoting Social Harmony
Recently, Khemchand Singh has taken initiatives towards social harmony. Following the ethnic violence that erupted in 2023, he visited villages of the Kuki-Jo community to foster dialogue, which has been viewed positively. This has shaped his image as a leader who believes in communication and reconciliation even in tense situations. His unanimous selection as the leader of the legislative party by the BJP indicates the party's commitment to stability, balance, and peace in the state.

Khemchand Singh's unique combination of discipline as an athlete, patience as a martial arts expert, and administrative insight as an experienced politician positions him as a distinctive Chief Minister for Manipur. Observers are keen to see how he will leverage his multifaceted background to govern the state and restore peace.
Election of the Legislative Party Leader
The 62-year-old Khemchand Singh was elected as the leader of the legislative party during a meeting held at the BJP headquarters in New Delhi. This meeting was attended by 35 out of 37 BJP legislators, along with central observers and party officials. There is speculation that K. Kipgen may be appointed as the Deputy Chief Minister. Two BJP legislators were absent due to health issues.
Support from Coalition Partners
Following this, another meeting took place at the Manipur Bhawan, attended by legislators from the NDA coalition partners, including six from the National People's Party (NPP), five from the Naga People's Front (NPF), and three independents. They expressed their support for Singh as the leader of the NDA legislative party and for Kipgen as the deputy leader. Sources suggest that a Naga legislator may be appointed as the second deputy chief minister, although no official announcement has been made yet.
Political Developments Ahead of President's Rule Expiry
These meetings were held just days before the expiration of President's Rule on February 12. Both former Chief Minister N. Biren Singh and Assembly Speaker Satyabrat Singh attended these meetings. President's Rule has been in effect in Manipur since February 13, 2025, leading to the suspension of the 60-member assembly. The assembly's term is set to last until 2027, with the BJP currently holding 37 seats. In the 2022 assembly elections, the BJP won 32 seats, while the Janata Dal (United) secured six, five of which later joined the BJP. Other legislators include six from the NPP, five from the NPF, five from Congress, two from the Kuki People's Alliance, one from JD(U), and three independents. Currently, one seat is vacant due to the death of a sitting member.
BJP's Strategic Meetings
In recent months, the BJP's central leadership has conducted several rounds of meetings with its Meitei and Kuki legislators, as well as coalition partners NPF and NPP, to assess the political climate for forming a government. On December 14, BJP National General Secretary (Organization) B.L. Santosh and party leader Sambit Patra met with BJP legislators from the Meitei and Kuki communities in Delhi.

On Tuesday evening, hundreds gathered outside the residence of newly elected legislative party leader Y. Khemchand Singh in the Singjamei area of Imphal to celebrate. Well-wishers and supporters congratulated his family, set off fireworks, and danced in the streets. Khemchand Singh expressed his commitment to promoting empathy, compassion, and harmony among all communities in the state. He thanked Prime Minister Narendra Modi, Home Minister Amit Shah, BJP National President Nitin Naveen, and all respected BJP legislators from Manipur for their trust in electing him as the leader of the legislative party. He stated, 'I am dedicated to fostering empathy, compassion, and harmony among all communities, respecting our diversity, and strengthening unity.'
