Dimapur, Mar 27: During the second phase of the 8th session of the 14th Nagaland Legislative Assembly held in Kohima, Chief Minister Neiphiu Rio, who also oversees the Finance department, introduced a budget with a deficit of Rs 337.04 crore for the fiscal year 2026-27. The budget emphasizes fiscal consolidation, enhanced revenue collection, and targeted developmental initiatives aimed at bolstering local economies, empowering the youth, and fostering sustainable growth.


Budget Projections and Fiscal Health

While the budget anticipates a net surplus of Rs 74.77 crore, it is expected to conclude with a net deficit of Rs 337.04 crore due to an unfavorable opening balance of Rs 411.81 crore. Rio noted a significant improvement in the state's fiscal condition, with the estimated closing deficit for 2025-26 revised to Rs 411.81 crore, a decrease from the previous estimate of Rs 843.21 crore. For the upcoming fiscal year, gross receipts are projected at Rs 22,507.10 crore, while gross expenditure is set at Rs 22,127.33 crore.


Concerns Over Central Tax Devolution

Rio raised concerns regarding the revised devolution formula from the 16th Finance Commission, which has reduced Nagaland's share of Central taxes by approximately 15%, dropping from 0.569% to 0.481%. Consequently, the state is expected to receive Rs 7,341 crore in 2026-27, a decline from Rs 8,684 crore under the previous formula.


Impact of Revenue Deficit Grants Discontinuation

He also highlighted the negative effects of ceasing post-devolution revenue deficit grants. In a meeting with the Union Finance Minister Nirmala Sitharaman on February 4, Rio emphasized the need for continued grants-in-aid to mitigate anticipated fiscal shortfalls and protect Nagaland's unique Constitutional status.


Commitment to Fiscal Discipline

Stressing the importance of fiscal discipline, the Chief Minister acknowledged concerns raised by Finance Commissions regarding high revenue expenditures, particularly in salary payments. He reaffirmed the government's dedication to fiscal consolidation through enhanced revenue generation, controlled spending, and effective deficit management while ensuring ongoing development.


New Initiatives Under the Budget

As part of the budget, Rio announced several significant new initiatives aimed at governance reforms, women's empowerment, social development, and economic growth, supported by targeted allocations and structural reforms. Notably, the state has introduced an SDG-linked budget framework, a gender budget statement, and outcome budgeting for the first time to enhance accountability, monitoring, and outcome-based planning across departments using a comprehensive government approach.
