Manipur's Draft Electoral Rolls Released with High Inclusion Rate

The Election Commission of India has unveiled the Draft Photo Electoral Rolls for Manipur, showcasing a remarkable 92.42% inclusion rate. Imphal, July 5: The Election Commission of India (ECI) has released the Draft Photo Electoral Rolls for all 60 Assembly Constituencies in Manipur as part of the Special Intensive Revision (SIR) for the 2026 elections, achieving an impressive inclusion rate of 92.42%.

During a press briefing at the Chief Electoral Officer (CEO) office in Lamphel, CEO Arun Kumar Sinha reported that 19,34,399 electors, representing 92.42% of the 20,93,076 pre-draft electors, completed their enumeration forms between May 30 and June 28.

However, 1,58,677 electors (7.58%) did not submit their forms due to various reasons, including death, relocation, registration in other regions, inability to locate the elector, duplicate registrations, or failure to submit within the designated timeframe.

Sinha emphasized that no elector's name would be removed from the draft roll without following due process, which includes providing an opportunity for a hearing and issuing a reasoned order.

“No one can be removed from the draft electoral roll without a hearing. Only after a hearing and a formal order can a name be deleted,” he stated.

Electors whose names are absent from the draft roll due to non-submission of enumeration forms can still apply for inclusion by submitting Form-6 along with the required declaration during the Claims and Objections period from July 5 to August 4.

The Notice and Verification Phase will run from July 5 to September 2, during which Electoral Registration Officers (EROs) will review claims and objections and issue notices as necessary.

Additionally, electors wishing to correct details such as name or address, or those wanting to change their Assembly Constituency, can submit Form-8 during the revision process.

Electors who remain dissatisfied after the final electoral roll is published will have the right to appeal under the Representation of the People Act, 1950.

The draft electoral roll indicates that Manipur has 19,34,399 electors, including 9,40,446 males, 9,93,660 females, and 293 third-gender voters.

It also features 20,442 electors aged 18-19. The number of polling stations has increased from 2,956 to 3,041, with 85 new stations established to enhance voter accessibility and decrease the average number of electors per station.

Election officials have made booth-wise lists of Absent, Shifted, Deceased, and Duplicate (ASDD) electors available at the offices of Electoral Registration Officers and uploaded them on the CEO’s website for public review.

The final electoral roll is set to be published on September 6, 2026, following the resolution of all claims and objections received during the statutory period.
