Internet Services Halted in Five Districts of Manipur

In light of the ongoing law and order challenges in Manipur, the state administration has mandated a five-day suspension of internet and mobile data services, which includes VSAT and VPN functionalities, across five districts. This suspension affects Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur, starting from 11:45 PM on June 7, 2025.

An official notification from the government indicates that this action is intended to prevent the dissemination of inflammatory content, hate speech, and misinformation through social media platforms like WhatsApp, Facebook, Instagram, and Twitter, which could potentially provoke violence and civil disorder.

The directive from the Home Department of the Manipur government states: “Given the current law and order situation in Manipur, particularly in Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur districts, there is concern that certain anti-social elements may exploit social media to spread images, hate speech, and incendiary video messages that could incite public unrest, leading to severe consequences for the law and order in the state.”

“Therefore, exercising the powers granted under Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, and recognizing that the situation may lead to significant disturbances to public order, we hereby order the suspension of internet and mobile data services, including VSAT and VPN, in the specified districts for five days, effective from 11:45 PM on June 7, 2025, except in cases where the state government provides exemptions for whitelisting,” the notification elaborated.

District Magistrates in the affected areas have issued prohibitory orders and urged residents to comply with these directives. Additionally, gatherings of four or more individuals have been restricted in Imphal West, Imphal East, Thoubal, and Kakching, while a complete curfew has been enforced in Bishnupur.
