Manipur's attempts to restore peace have encountered another significant setback. In response to a horrific bombing in Bishnupur district earlier this month that claimed the lives of two innocent children, a total shutdown has been called for five days starting Sunday. This shutdown, led by civil society groups and the 'Meira Paibis' (women carrying torches), has brought daily life in the valley districts of the state to a standstill. The shutdown commenced on April 19 and is spearheaded by the Meira Paibis, various civil society organizations, and a group formed in the aftermath of the deadly explosion.
Police Warn of Disruptive Elements
Authorities have issued warnings about anti-social elements infiltrating the protesting groups. The shutdown was initiated following the tragic incident on April 7 in Bishnupur's valley district, where a five-year-old boy and a five-month-old girl lost their lives in the blast, sparking widespread outrage. Protesters are demanding the immediate arrest of those responsible and swift justice for the victims.
Demands Extend Beyond Immediate Justice
In addition to their primary demands, protesters have also called for action against alleged Kuki militants active in the hill districts. On the first day of the shutdown, markets, educational institutions, government offices, and transportation services were largely closed, with only essential services operating in some areas.

As part of the widespread protests, thousands took to the streets in various locations across the valley districts on Sunday evening. Rallies were held in several areas of Imphal East and Imphal West during the night. Reports of clashes between protesters and security personnel emerged from some locations, including Kakching district, where security forces deployed tear gas to disperse crowds.
Warnings Issued to Provocateurs
The Manipur police have stated that anti-social elements are infiltrating the night rallies led by Meira Paibis in various areas of Imphal, later engaging in violent activities and inciting genuine protesters. A tweet from the police highlighted that in recent days, night rallies have been taking place in different parts of Imphal, where many anti-social elements have used the protests as cover for violent actions.
Police Identify Tactics Used by Instigators
According to the police, tactics employed by alleged instigators include the use of petrol bombs, iron ball catapults, and throwing stones at security forces. The police further noted that many protesters appeared to be under the influence of alcohol or other drugs. Additionally, it was revealed that some instigators were delivering petrol/kerosene bombs, catapults, and iron balls prior to these rallies. Despite these provocations, the police have exercised maximum restraint while dispersing crowds to prevent any harm.
Increased Security Measures
In light of the protests, security has been heightened in sensitive areas, with officials closely monitoring the situation to prevent any escalation of tensions. The organizers of the protests have announced that the shutdown will continue until April 23, warning that if their demands are not met, the movement will intensify.
