Internet Services Remain Suspended in Manipur


Imphal: In light of ongoing law and order issues, the Manipur government has decided to prolong the suspension of mobile internet and data services, including broadband, for an additional two days, extending the ban until April 18 across five districts in the Imphal valley.


Officials indicated that this decision was driven by worries regarding the dissemination of misinformation and false narratives on social media platforms.


The initial suspension was enacted for three days following a tragic bomb explosion in Bishnupur district on April 7, which was reportedly executed by suspected Kuki militants, resulting in the deaths of two children and injuries to their mother.


Since that incident, the restrictions have been renewed multiple times, typically for two-day intervals, affecting the same five districts: Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur. This measure aims to avert any further escalation of violence.


A notification from Commissioner-cum-Secretary (Home) N. Ashok Kumar confirmed that the extension was based on a review of the current law and order situation in these areas.


The notification emphasized the necessity of maintaining the suspension of mobile internet services, mobile data services, and VPN access, citing insufficient technical capabilities for effective regulation of mobile data usage.


Authorities have also raised alarms about the potential for social media to be misused for spreading false information.


"The circulation of disinformation and false rumors, along with the mass sending of SMS messages, can incite mobs of protesters and demonstrators, potentially leading to loss of life and damage to public and private property through arson, vandalism, and other violent acts, for which control mechanisms remain inadequate," the notification stated.


It also warned that individuals violating these orders would face legal repercussions.


In separate announcements, District Magistrates from the five Imphal valley districts have relaxed curfew restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.


The curfew has been eased daily from 5 a.m. to 5 p.m., allowing residents to engage in essential and urgent activities. However, in Bishnupur district, the relaxation period is limited to 5 a.m. to 10 a.m.


The orders explicitly prohibit individuals from carrying any weapons during the relaxation period, including sticks, stones, unlicensed firearms, or any item that could be used as a weapon.


Shops and retail establishments have been permitted to operate during the relaxation hours, as directed by the respective District Magistrates.


In the wake of the April 7 bomb attack in Bishnupur district, thousands, including many women and members of various civil society groups, have been participating in daily protests throughout the Imphal valley districts. Protesters have vehemently condemned the attack and are calling for severe punishment for those accountable.


The investigation into this tragic incident has already been assigned to the National Investigation Agency (NIA) by the Manipur government.
