Manipur Assembly Approves ₹8,208.80 Crore Budget for Key Departments

The government assured thorough investigations into these issues and confirmed that all borrowings are within permissible limits. With significant allocations across multiple sectors, the Assembly session concluded with the unanimous withdrawal of opposition cut motions, paving the way for the passage of all demands for grants.

Manipur Legislative Assembly Budget Approval


Imphal, March 13: The Manipur Legislative Assembly has sanctioned 12 Demands for Grants totaling ₹8,208.80 crore for various essential departments during the fourth day of the 7th Session of the 12th Assembly for the fiscal year 2026–27.


Chief Minister Y. Khemchand Singh presented the demands for discussion and voting in the Assembly.


The approved budget encompasses significant sectors such as Finance, Education, Co-operation, Agriculture, Animal Husbandry and Veterinary (including Dairy Farming), Election, Minor Irrigation, Panchayat, Sericulture, Water Resources, Horticulture, Soil Conservation, and Relief and Disaster Management.


The Finance Department received the highest allocation of ₹3,532.11 crore, followed by the Education Department with ₹3,077.43 crore.


Other allocations include ₹371.78 crore for Water Resources, ₹346.51 crore for Relief and Disaster Management, ₹257.39 crore for Agriculture, and ₹134.83 crore for Animal Husbandry and Veterinary (including Dairy Farming).


Additionally, ₹132.53 crore was approved for Panchayat, ₹108.95 crore for Horticulture and Soil Conservation, ₹108.91 crore for Minor Irrigation, ₹82.22 crore for the Election Department, ₹29.64 crore for Co-operation, and ₹26.46 crore for Sericulture.


During the session, the Chief Minister addressed questions from MLA Surjakumar Okram regarding medical support for Internally Displaced Persons (IDPs) and the increasing suicide rates among inmates in relief camps.


Singh assured the Assembly that the government would thoroughly investigate these matters and present detailed findings before the session concludes.


Regarding the state's borrowing status, the Chief Minister clarified that Manipur has not exceeded permissible loan limits, stating that all borrowings comply with government regulations and that the state's economic condition remains stable, with an interest ratio of approximately six percent.


He highlighted improvements in fiscal indicators, noting that the Gross State Domestic Product (GSDP) ratio has significantly decreased over the years, from around 70 percent in 2005–06 to an estimated 40 percent in 2025–26, indicating a positive trend in the state's financial health.


The Assembly session also witnessed cut motions proposed by MLAs K. Meghachandra Singh and Th. Lokeshwar Singh on various demands. In response to the discussions, the Chief Minister reiterated that agriculture is a vital revenue source for the state.


He announced that the government would conduct departmental inquiries into alleged irregularities in the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and lapses in the PM-KISAN scheme.


On compensation for farmers impacted by violence, Singh reported that 5,808 farmers were identified as affected in the financial year 2024–25, with ₹34.13 crore disbursed as assistance. He noted that a new list identifying 10,286 affected farmers had recently been received, which he termed unfortunate. The government will verify this new list before proceeding further.


After the Chief Minister's responses, all cut motions proposed by opposition members were unanimously withdrawn, and the Assembly subsequently passed all the demands for grants.


The House was adjourned until 11 a.m. the following day for the next session of the ongoing Assembly.
