Mandi's Holi Celebration Set to Proceed with New Guidelines

After two days of extensive discussions with local authorities, the uncertainty surrounding the renowned Seri Manch Holi celebration has been resolved. The district administration has approved the event with updated safety measures, allowing the festivities to take place on Monday in Mandi's historic center.
The breakthrough followed a significant meeting on Saturday with Deputy Commissioner Apoorv Devgan, where event organizers, led by Dharmender Rana, presented their case and requested practical changes to previous conditions.
Event Timing and Attendance Restrictions Lifted
The Holi festivities at Seri Manch are now scheduled from 10:30 AM to 1:30 PM. In a major relief, the previous cap of 3,500 attendees has been lifted, a restriction that had raised concerns among both organizers and local residents.
Nonetheless, strict compliance with security and discipline protocols will be enforced. Organizers are tasked with maintaining order at the venue.
Dharmender Rana: Trust Restored Through Dialogue
Dharmender Rana, who played a pivotal role in the negotiations, described the past 48 hours as crucial for Mandi's cultural identity. He stated, “This festival is not just an event; it embodies 20 years of collective effort from the youth and citizens of Mandi. We presented our concerns sincerely, and I appreciate that the authorities listened and removed impractical clauses. It is now our duty to ensure the event is conducted with discipline and dignity.”
Rana also mentioned that this year's Holi will be more organized than ever, with clear zones, volunteer teams, and coordination with law enforcement. He urged the youth to celebrate joyfully but responsibly.
Organized Zones and Controlled Access
To enhance crowd management, designated areas will be established for boys and girls, along with specific entry points. Residents and families from Mandi will enter through the Chauhata side, while visitors from outside will use the Mahamrityunjay route. This arrangement aims to minimize congestion and facilitate smoother movement.
Security measures will include 25 to 30 police officers, with a Quick Reaction Team (QRT) on standby. Alcohol consumption, drunk driving, and rowdy behavior are strictly prohibited, and traffic around Seri Manch will be halted until 1:30 PM.
Other Organizers Support the Agreement
Kartavya Vaidya described the resolution as a “balanced outcome,” noting that initial concerns were alleviated through dialogue. He emphasized that the administration's willingness to cooperate demonstrates that collaboration is more effective than conflict.
Deep Kapoor highlighted the increased accountability that comes with lifting the attendance cap. “We must show that the Seri Manch Holi can be both vibrant and orderly,” he stated.
Senior member Raja Singh Malhotra remarked that the situation has strengthened their collective resolve. “We never wanted a cancellation. Seri Manch Holi is a vital part of Mandi’s youth identity. Through mutual understanding, we have safeguarded that identity.”
Tradition Meets Modern Regulation
Holi in Mandi, celebrated earlier than in many other regions and marked by the grand procession of Raj Madhav Rai, carries significant historical and emotional weight. Over the last two decades, the Seri Manch celebration has become one of the town's most awaited youth festivals.
With the deadlock resolved after two days of intense negotiations, Mandi is poised to experience the vibrancy of colors, music, and celebration once again—this time under stricter supervision and a renewed commitment to discipline.
