Mandi's Deputy Commissioner, Apoorv Devgan, has earned a spot in the esteemed Fame India Magazine's list of the Top 100 Deputy Commissioners and District Magistrates for 2026, highlighting the administrative excellence of both Mandi district and Himachal Pradesh.
This survey, conducted by Fame India Magazine in partnership with the Asia Post research agency, evaluated the performance of District Magistrates and Deputy Commissioners from over 800 districts nationwide, focusing on governance, innovation, administrative efficiency, and public service delivery.
In addition to Apoorv Devgan, four other officials from the Himachal Pradesh cadre made it to the Top 100 list: Anupam Kashyap, Hemraj Bairwa, Gandharva Rathore, and Manmohan Sharma.
The survey does not rank the officers competitively but instead honors distinguished Deputy Commissioners and District Magistrates across India for their excellence in governance, accountability, crisis management, public outreach, and development-oriented administration.
Mandi district has also excelled in the District Good Governance Index (DGGI) of Himachal Pradesh, reflecting the effective administrative measures implemented by the current district administration. According to the index, Mandi achieved 5th place overall in the state, ranking 1st in Transparency and Accountability and 2nd in the Women and Children category, showcasing its commitment to citizen-centric governance and welfare initiatives.
Apoorv Devgan, a member of the 2015 batch of the Indian Administrative Service (IAS), holds a Bachelor's degree in Mechanical Engineering and a Master's degree in Human Resource and Organisational Development. Throughout his career, he has held several significant positions, including Sub Divisional Magistrate in Banjar and Karsog, Additional Deputy Commissioner in Shimla, Member Secretary of the Himachal Pradesh State Pollution Control Board, and Deputy Commissioner of Chamba before assuming his current role in Mandi.
The Fame India survey assessed officials based on various governance indicators, including the effective execution of government schemes, innovation, transparency, prompt decision-making, crisis management, public sensitivity, communication skills, and long-term developmental planning.
Fame India Magazine emphasized that this initiative aims to recognize officers who significantly contribute to nation-building through transparent, responsive, and people-centric administration.
The recognition of five officers from Himachal Pradesh in the national Top 100 list is seen as a significant acknowledgment of the state's governance standards and administrative effectiveness.
