Manchester City has officially filed an appeal challenging the conclusions of an independent regulatory commission that found the club guilty of breaching several financial regulations set by the Premier League.

The independent commission determined that Manchester City committed significant violations of the Premier League's financial rules, particularly concerning financial reporting. According to the Premier League's announcement, the commission concluded that from the 2009/10 to the 2017/18 seasons, the club engaged in 'sham' contracts with various commercial partners, misrepresenting the actual agreements to artificially boost revenues and minimize costs.


Additionally, the commission found that Manchester City submitted inaccurate financial statements, obscured the true financial situation from auditors and football regulators, and significantly exceeded both the Premier League's and UEFA's spending limits. The club also failed to cooperate fully during the investigation, with three out of four alleged breaches confirmed. The club was found to have inflated its revenues by over £380 million.

In a statement released on Friday, Manchester City denied any wrongdoing and asserted their innocence, claiming that the commission's opinion contains substantial legal, factual, and principled errors.


"Manchester City Football Club confirms that at 7 PM on Thursday, October 1, 2026, the club submitted its detailed appeal against the Premier League Commission's opinion regarding the disciplinary matter. The club firmly believes that the opinion is flawed on multiple grounds and is therefore unsafe," the statement read. It further emphasized that the club possesses a comprehensive body of undeniable evidence supporting its position and will adhere to due process while refraining from further comments until the proceedings conclude.

The club is anticipated to argue that its major sponsorships were funded by the Abu Dhabi Government rather than its ownership group.
