Significant Issues in the 'Mazi Ladki Bahin Yojana'

The Maharashtra government's flagship welfare initiative, the 'Mazi Ladki Bahin Yojana', has come under scrutiny due to extensive financial and administrative discrepancies. An internal audit and review have revealed alarming findings that have sent shockwaves through the administrative departments. During the verification process, numerous beneficiaries were identified who either did not meet the eligibility criteria or whose qualifications were highly questionable.

One of the most shocking revelations is that approximately 16,000 applicants were men who allegedly registered as women to benefit from the scheme.

Age and Economic Eligibility Concerns

The review further indicated that around 74,000 beneficiaries were below the minimum age requirement of 21 years, while nearly 200,000 women exceeded the maximum age limit of 65 years.

Another significant discrepancy was found in the economic eligibility checks, with about 1 million beneficiaries having an annual income exceeding ₹2.5 lakh or filing income tax returns, both of which disqualify them under the scheme's guidelines.

Family Eligibility Issues

Concerns regarding family eligibility have also been raised, with around 450,000 applicants having family members employed in government jobs, and nearly 200,000 beneficiaries owning four-wheeled vehicles. These factors are often considered indicators of financial stability in welfare scheme eligibility assessments.

e-KYC Verification Failures

Additionally, the audit report claims that over 6.2 million registered beneficiaries failed to complete the mandatory e-KYC verification, despite multiple extensions of the deadline. Notably, approximately 16 million women across Maharashtra are continuously receiving benefits under this scheme.

Overview of the 'Ladki Bahin Yojana'

The 'Ladki Bahin Yojana', officially known as the 'Chief Minister – Mazi Ladki Bahin Yojana', was launched by the Maharashtra government in 2024. The scheme aims to provide financial assistance to women in the state. Under this initiative, eligible women receive ₹1,500 monthly through direct benefit transfer (DBT) directly into their bank accounts.

The primary goal of this scheme is to enhance women's economic independence, assist with their health and nutritional needs, and empower their roles within families and society. It primarily targets women from low and middle-income families to alleviate their financial burdens and improve their living standards. To qualify, women must be residents of Maharashtra, aged between 21 and 65, and belong to families with an annual income generally not exceeding ₹2.5 lakh. The benefits are available to married, widowed, divorced, abandoned, or unmarried women under certain conditions.
