On Monday, the Lok Sabha session was suspended until 2 PM due to uproar from opposition party members regarding the alleged theft of donations at the Ram Temple and police actions against protesting students. The session faced interruptions, leading to a temporary halt before resuming at 2 PM. Amidst the chaos, the government introduced several bills, including the Tribunal Reforms Bill, 2026, the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, the Kerala (Name Change) Bill, 2026, and the National Cooperative Development Corporation (Amendment) Bill, 2026. The fourth week of the monsoon session of Parliament began tumultuously, similar to the previous three weeks.

As the proceedings commenced at 11 AM, members from opposition parties, including the Congress and the Samajwadi Party, raised their voices against the alleged donation theft at the Ayodhya Ram Temple and demanded a statement from Home Minister Amit Shah regarding police actions against students in Delhi. RSP leader N.K. Premachandran was in the chair, attempting to initiate question hour, which is typically presided over by Speaker Om Birla. Due to the ongoing uproar, Premachandran suspended the session within a minute, until noon.

When the session resumed, opposition members began shouting slogans. Amid the commotion, presiding officer Sandhya Rai managed to lay essential documents on the table. Law and Justice Minister Arjun Ram Meghwal presented the Tribunal Reforms Bill, 2026, while Coal and Mines Minister G. Kishan Reddy introduced the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, despite the ongoing disturbances.

Home State Minister Nityanand Rai presented the Kerala (Name Change) Bill, 2026, and Cooperation State Minister Murlidhar Mohol introduced the National Cooperative Development Corporation (Amendment) Bill, 2026. However, both bills were listed under the names of Home and Cooperation Minister Amit Shah. During this time, opposition members were heard questioning, 'Where is the Home Minister?' Presiding officer Sandhya Rai called out names of some opposition members to protest the presentation of the bills, but the uproar continued. Unable to restore order, she suspended the session again at 12:14 PM until 2 PM.
