Resolution of the Legal Community's Standoff with the Government


The ongoing conflict between the legal community and the Himachal Pradesh government regarding new restrictions and increased permit fees for Shimla's sealed roads reached a resolution on Tuesday. A group of lawyers met with Chief Minister Sukhvinder Singh Sukhu to voice their concerns, leading to the cessation of their protest, which had caused significant traffic disruptions in the state capital.


Earlier that day, a large number of advocates marched from Oak Over to the State Secretariat, demanding a direct meeting with the Chief Minister. They insisted that their protests would persist until their issues were addressed at the highest level. The demonstration featured loud slogans and road blockades, resulting in severe traffic jams in the Secretariat and Chhota Shimla areas.


The situation intensified recently when several vehicles, including one belonging to Public Works Minister Vikramaditya Singh, received challans, sparking discussions among lawyers. They argued that traffic regulations should be applied consistently and transparently, regardless of an individual's status.


What Sparked the Dispute?


The disagreement originated from the state government's announcement during the recent Budget Session, which included a significant increase in permit fees for vehicles accessing Shimla's sealed roads.


According to the new policy:



  • Annual permit fees have surged from ₹2,500 to ₹10,000.

  • Daily permit fees have escalated from ₹200 to ₹1,000.

  • Processing fees have reportedly jumped from ₹100 to ₹10,000.

  • Vehicles caught using sealed roads without a valid permit could incur a penalty of ₹10,000.


Lawyers have vehemently opposed these changes, stating that they rely on these routes daily to access the Himachal Pradesh High Court and other judicial facilities located along the sealed roads. They believe that the new fee structure and restrictions will hinder their professional duties and complicate the administration of justice.


The legal community has called for a return to a more reasonable arrangement, akin to the previous system, and has demanded transparency, uniformity, and fairness in the enforcement of these regulations.


Traffic Disruptions Across Shimla


The protest caused considerable traffic chaos throughout the city, with long lines of vehicles reported in multiple areas. The situation worsened during school dismissal times, trapping many students in the congestion. Commuters, including office workers, patients, tourists, and others, also faced significant delays.


To manage the situation, additional police forces were deployed to control traffic and ensure public order as the protest continued outside the Secretariat.


The deadlock was finally resolved after the lawyers' delegation engaged in discussions with the Chief Minister. Following this meeting, the advocates announced the end of their protest, allowing traffic to gradually return to normal.


Although the immediate protest has concluded, the ongoing debate regarding access to Shimla's sealed roads and the substantial increase in permit fees is likely to remain a contentious topic in the days ahead. Stakeholders are now looking forward to the government's response to the legal community's concerns.
