In a significant move for local governance, Ladakh's Lieutenant Governor Vinai Kumar Saxena has approved the creation of five new districts, fulfilling a long-standing demand from the region's residents. This decision marks a historic day for Ladakh, expanding its administrative structure from two to seven districts. The new districts—Nubra, Sham, Changthang, Zanskar, and Drass—are expected to enhance grassroots governance and improve public service delivery, particularly in remote areas. This development aligns with Prime Minister Narendra Modi's vision for a prosperous Ladakh, promising new opportunities for growth and employment. The changes come in the wake of Ladakh's designation as a Union Territory in 2019, following the bifurcation of Jammu and Kashmir.

Significant Administrative Changes in Ladakh


Leh/Jammu: The Lieutenant Governor of Ladakh, Vinai Kumar Saxena, announced on Monday the establishment of five new districts within the Union Territory, addressing a long-standing demand from the local populace.


Saxena described this moment as a "historic day" for the region.


"I have sanctioned the notification for the formation of five new districts in Ladakh, meeting the aspirations of the local people," he shared on social media.


With the addition of Nubra, Sham, Changthang, Zanskar, and Drass, Ladakh will now comprise seven districts, expanding from the previous two—Leh and Kargil.


Ladakh, which is the largest Union Territory by area but has the second lowest population, spans 86,904 square kilometers and shares borders with China and Pakistan. According to the 2011 census, it has a population of approximately 274,000.


Saxena emphasized that this development aligns with Prime Minister Narendra Modi's vision for a prosperous Ladakh.


He noted that this "transformative decision," which received approval from the Ministry of Home Affairs in August 2024 under Amit Shah's leadership, aims to enhance grassroots governance, decentralize administration, and expedite public service delivery, particularly in remote areas.


"The establishment of new districts will not only bring governance closer to the citizens but will also open up new opportunities for growth, employment, and entrepreneurship," the LG remarked.


Reiterating his commitment to the people of Ladakh, he stated, "I assure that every citizen will benefit from this landmark decision as we strive for a brighter and more prosperous future together."


The region was designated as a Union Territory following the bifurcation of the former state of Jammu and Kashmir on August 5, 2019, which also involved the abrogation of Article 370 that granted special status to the state.


Post-bifurcation, Ladakh has been under the direct administrative oversight of the Union Home Ministry.
