On Friday, Kerala's Chief Minister V.D. Satheesan presented a groundbreaking vision for the state, aiming to establish Kerala as a leading port hub and the largest aviation center in South Asia. During a press conference, he emphasized the government's commitment to extensive reforms in infrastructure and the social sector.
Focus on Infrastructure and Security
The Chief Minister outlined the government's objective to transform Kerala into a major port center while also modernizing the higher education sector, turning universities into centers of excellence. He highlighted the government's focus on internal security and public health, announcing that strict actions against illegal activities would commence soon. Sustainable development remains a top priority, with plans to eradicate drug trafficking and strengthen public health services.
Land Rights and Budget Reforms
Satheesan addressed long-standing issues related to land rights and regional welfare, as well as budget considerations. He stated that unconditional land ownership certificates would be issued, and outdated land laws would be revised to meet modern needs. Budget announcements will align with these objectives. Earlier, he mentioned that the state government requested the central government to exclude ₹5,580 crores allocated for national highway land acquisition from the state's borrowing limit.
Financial Contributions and Borrowing Capacity
In the press conference, the Chief Minister highlighted Kerala's significant financial contribution to infrastructure and its impact on the state's borrowing capacity. He noted that ₹5,580 crores had been contributed for land acquisition for the national highway project, which has already been transferred to the NHAI. The state has requested that this amount be kept outside its borrowing limit.
Understanding Kerala's Financial Constraints
Explaining the technicalities of the state's financial situation, the Chief Minister remarked that the actual available borrowing limit is much more constrained than what appears on paper. He stated that the state's borrowing limit is 3.5%, of which 0.5% is conditional and can only be used for the power sector. In reality, only 3% is effectively available, and liabilities generated through KIIFB and pension funds have significantly reduced the scope for new borrowing. All these details have been communicated to the central government.
