Karnataka MLA Resigns Over Drought Area Exclusion, Sparks Political Tension

Bengaluru, Sep 23: Yashwantharayagowda Patil, the Congress MLA representing the Indi Assembly constituency, has officially resigned from the Karnataka Legislative Assembly. His resignation is a protest against the omission of Indi and Chadachan taluks from the drought-affected areas list in Vijayapura district.
This resignation has ignited a political stir within the Assembly, prompting the Opposition BJP to demand explanations from the Speaker regarding the situation.
Patil submitted his resignation to Assembly Speaker G.S. Patil and informed Chief Minister D.K. Shivakumar of his decision. Sources indicate that the Chief Minister's office is making efforts to convince Patil to retract his resignation.
Patil expressed his frustration, stating that he had persistently urged the government to recognize Indi and Chadachan as drought-hit areas, but his appeals were ignored.
He remarked, "Our concerns and sentiments are no longer valued," reflecting his disappointment with the government's stance.
This resignation occurs amidst ongoing dissatisfaction among Congress members regarding the classification of drought-affected taluks in the state. Previously, Patil had voiced his discontent after not being appointed to a ministerial position during the recent Cabinet reshuffle. He had claimed that loyal party members were not being acknowledged and that promises of a ministerial role were unfulfilled.
After discussions with Chief Minister Shivakumar and senior Congress figures, Patil had previously retracted an earlier resignation and continued his role as MLA.
The current resignation is directly tied to the government's decision to exclude Indi and Chadachan from the drought-hit list.
Karnataka has declared a total of 188 taluks as drought-affected in four phases, following the guidelines established by the Centre in 2020. The first phase included 101 taluks, the second 23, the third 53, and the fourth 11.
Patil's resignation led to intense debates in the Assembly. Former Home Minister and BJP MLA Araga Jnanendra raised the issue, demanding clarity from the Speaker regarding the resignation's status.
During the discussions, a confrontation occurred between Jnanendra and Health Minister U.T. Khader, with Jnanendra questioning Khader's involvement since the resignation letter was directed to the Speaker.
Leader of the Opposition R. Ashoka also interjected, asserting his right to address the resignation of a sitting MLA.
Ashoka claimed that the BJP possessed a copy of Patil's resignation letter and reminded that CM Shivakumar had previously stated that resignations from legislators would be accepted.
"Is the resignation now accepted? If so, does D.K. Shivakumar's word hold any weight? If you have the courage, accept the resignation," Ashoka challenged the government.
In response, CM Shivakumar reassured that there was no reason for the BJP to be alarmed, emphasizing that Patil's resignation was motivated by the concerns of his constituents.
"This resignation is for the sake of the people's livelihood. The Prime Minister has also alerted us about the drought situation," CM Shivakumar stated.
He noted that Patil was under pressure due to farmers in his constituency who had taken loans for cultivation.
Shivakumar clarified that there are established protocols for declaring a taluk as drought-affected, and the government cannot make arbitrary declarations.
"There are guidelines for declaring a drought-hit area. The government cannot make such declarations on a whim," he explained.
The Chief Minister mentioned that he had spoken with Patil to ease his concerns.
"He approached me, and I comforted him. This resignation is not akin to those submitted by former BJP leader K.S. Eshwarappa or former minister B. Nagendra. This resignation is for the people's livelihood," CM Shivakumar remarked.
He added that even senior leaders like H.K. Patil were feeling the pressure regarding the drought situation, indicating that it was not unusual for Yashwantharayagowda Patil to experience similar pressures from his constituents.
However, Speaker G.S. Patil later clarified that he had not accepted the resignation from the Indi MLA.
The Speaker stated that the resignation was not accepted as it did not adhere to the required regulations.
The unfolding events have intensified the discontent within the ruling Congress regarding the government's management of the drought crisis, with the resignation becoming a focal point of discussion in the Assembly.
