Strengthening Security Measures for Temple Donations
The Karnataka government has introduced a comprehensive Standard Operating Procedure (SOP) aimed at enhancing the security of donation boxes (hundi) in temples under the Religious Endowments Department. This initiative is a response to concerns regarding theft and misuse of offerings during the counting of donations across temples nationwide. The circular mandates that deputy commissioners, tehsildars, executive officers, trustees, and other officials implement uniform security and monitoring measures throughout the state.
CCTV Surveillance Implementation
As part of the SOP, it is now mandatory for all temples to install CCTV cameras on their donation boxes to ensure comprehensive monitoring. The footage will be stored on a server, with district officials overseeing the surveillance. This system will be linked to a central monitoring hub at the Religious Endowments Department headquarters. Live feeds from the CCTV will also connect to the offices of the deputy commissioner, police superintendent, local police stations, and the police control room for continuous oversight and rapid response in emergencies.
Promotion of Digital Donations
To reduce cash transactions and enhance transparency, temples are instructed to encourage digital donations through UPI, BHIM, and QR codes. The digital payment systems will be integrated with the temple's accounting software to ensure accurate audit trails and financial management. Officials are also tasked with regularly checking QR codes to prevent tampering or unauthorized replacements.
Strict Regulations for Counting Donations
According to the SOP, revenue officials must be present during the counting of donations, with the respective tehsildar overseeing the process. Temples receiving significant donations are required to count them weekly, while others will follow a bi-weekly schedule. The entire process, from opening the donation box to depositing cash in the bank, must be video recorded, including date and time stamps. The value of gold, silver, and other valuables collected must be assessed and deposited in the district or sub-treasury on the same day. Only home guards, bank staff, or government employees are permitted to participate in the counting process, excluding the general public and private individuals. A facial recognition system will be implemented to verify the identities of involved staff, and individuals entering the counting area must declare any cash they possess.
