Karnataka Government Launches Free Doorstep Delivery of Caste Certificates

Innovative Initiative by Karnataka Chief Minister

In a significant move aimed at enhancing citizen convenience, Karnataka's Chief Minister D.K. Shivakumar announced on Monday the launch of a free doorstep delivery service for caste certificates across the state. Additionally, to expedite the process, the authority to issue permanent residence certificates has been delegated to deputy tahsildars. During the announcement, the Chief Minister emphasized that these initiatives represent a new chapter in the state's administrative history, bringing governance closer to the people through technology and simplified procedures.

Shivakumar remarked that this initiative transcends mere certificate distribution; it is about safeguarding every citizen's identity and voice within a democracy. The goal is to ensure that government services reach the people, eliminating the need for them to navigate from one government office to another.

Digital Certificates and Transparency

Under this new program, the government has already classified 4.85 crore digital caste certificates in PDF format based on districts, taluks, and villages, which have been handed over to deputy commissioners. The district administration will print these certificates and deliver them directly to beneficiaries. To maintain transparency, a dedicated mobile app has been developed to record beneficiaries' Aadhaar numbers, mobile numbers, and delivery acknowledgments.

Easy Access to Caste Certificates

Citizens can also download their caste certificates for free using their RD number, ration card number, or Aadhaar number from the official government website. This service will also be available at government assistance centers. The government has established support centers at the hobli level, where citizens can obtain printed copies of caste certificates and other essential documents at no cost.

Linking Mobile Numbers for Accessibility

Shivakumar noted that approximately 5.7 million caste certificates have already been linked to beneficiaries' mobile numbers. Download links have been sent via WhatsApp and SMS, providing digital access without any charges.

Empowering Citizens with Efficient Governance

Deputy tahsildars will now be responsible for issuing residence certificates. In another crucial reform, the revenue department has granted additional powers to deputy tahsildars for issuing permanent residence certificates. This step is expected to reduce processing times and facilitate easier access to services. Emphasizing the vision of doorstep governance, the Chief Minister assured that the government will come directly to citizens' doors, stating, 'This is our guarantee.'

He stressed that the government's priority is to ensure that even the most marginalized citizens receive services with dignity and ease, without discrimination or delay. He stated, 'Empowering citizens through efficient and transparent administration is essential for Karnataka's progress.'
