Dismissal of Government Employees Linked to Terrorism
On April 8, 2026, sources confirmed that Manoj Sinha, the Lieutenant Governor of Jammu and Kashmir, has terminated the services of two government employees as part of a zero-tolerance approach towards terrorism. These dismissals were executed under Article 311(2)(c) of the Indian Constitution, aimed at eradicating hidden terrorists within government institutions. One of the dismissed individuals was a fourth-grade employee in the education department based in Ramban, who allegedly worked for the terrorist group Hizbul Mujahideen. Reports indicate that he misused his official position to revive terrorism and strengthen the terrorist network in Ramban and surrounding areas.
Background of the Investigation
According to sources, security and intelligence agencies first identified this individual during an investigation into a hawala network in 2011, which was distributing funds to families of deceased terrorists. Further information revealed that these funds were being used to sustain the Hizbul Mujahideen network in the Jammu division. It was not until April 2011 that authorities became aware of his affiliation with Hizbul Mujahideen, following the interrogation of a captured terrorist linked to the group who was distributing funds to seven terrorist families. Although he was arrested and jailed by the Jammu and Kashmir police, he was released on bail in October 2011 and continued his terrorist activities.
Ongoing Surveillance and Legal Action
His activities were closely monitored, leading to the filing of a charge sheet against him in a special court in 2022. The investigation revealed that he acted as a facilitator and intermediary for terrorists, thereby strengthening the ranks of Hizbul Mujahideen. Sources emphasized that the presence of a terrorist within an educational institution is extremely alarming. Moreover, he was part of a government system, an entity responsible for serving the public and managing taxpayer funds responsibly. While drawing a salary from the government treasury, he was effectively working for terrorists—an unimaginable betrayal in any civilized society.
Second Employee Dismissed for Terrorist Connections
The second employee dismissed was also a fourth-grade worker in the rural development department, who had been appointed on compassionate grounds following his father's death and was serving as a garden supervisor in the same department. Investigations revealed that he was an associate of Lashkar-e-Taiba (LeT) and provided logistical and operational support to LeT terrorists in Bandipora. Reports suggest that the Pakistan-based terrorist organization tasked him with providing safe havens, facilitating movement and transportation, sharing sensitive information related to police and security forces deployments, and establishing a network of other government employees for LeT.
