Guwahati, Mar 26: With the Assam Assembly elections approaching, Jalukbari, a key constituency represented by Chief Minister Himanta Biswa Sarma, is under intense public examination.
In the latest installment of the constituency watch, residents express a blend of dissatisfaction, ongoing civic challenges, and conflicting political narratives.
Individuals from Pandu, Garigaon, and nearby areas have pointed out significant infrastructural deficiencies, despite having the state's top political figure as their representative.
Civic Issues: Drainage, Flooding & Price Hikes
Rashmi Das expressed concerns about uneven development, stating, “Many roads are in disrepair, and the anticipated progress has not fully occurred. The rising cost of living is making daily life tough. While some improvements are visible, many believe that the advantages are limited to a select few. Basic issues like drainage and water supply in Pandu remain unresolved, and there’s a constant fear of eviction, leading to numerous hardships.”
Shikha Devi from Pandu echoed these sentiments, highlighting both economic and civic distress. “The drainage issues persist. The rising prices make it incredibly challenging for ordinary families. Many feel they haven’t gained any real benefits. There’s a growing belief that a change in leadership might be necessary,” she remarked.
In Garigaon, the problem of artificial flooding has become a recurring theme. Anju Begum noted, “The drainage issues lead to artificial flooding, particularly in the northern regions. Garigaon struggles significantly whenever it rains.”
Akbar Ali from Bidyanagar added, “Flooding and shortages of drinking water are major concerns. Many issues remain unresolved despite expectations. Even light rain can cause artificial floods, complicating life considerably.”
Eviction Fears & Infrastructure Issues

Concerns about eviction related to railway land have heightened anxiety among locals. Bhaskar Das remarked, “Those living near railway areas live in constant fear of eviction. Notices are issued, and anxiety lingers. A permanent rehabilitation solution should have been established by now.”
Urban congestion and unregulated markets have also become significant issues. Under the Jalukbari flyover, a burgeoning footpath market has created both job opportunities and civic challenges.
A local vendor commented, “There are challenges, but we lack alternative spaces for our businesses. If proper facilities were available, it would benefit everyone. Currently, movement is hindered due to the market occupying the footpath.”
Commuters have expressed frustration over the congestion. Rumi Kakoti stated, “The area becomes extremely crowded, making it difficult to navigate even during the day. The combination of traffic congestion and the market creates daily inconveniences.”
Dulal Deka added, “Footpaths are intended for pedestrians, yet they are occupied by vendors and parked vehicles. This creates serious difficulties. Jalukbari requires a designated market space for both traders and the public to function smoothly.”
Another pressing issue raised by residents pertains to alleged illegal activities at the Jalukbari bus stand. Utpal Dey noted, “The situation at the bus stand has worsened. It feels unsafe and unpleasant, especially during the day. The area has developed a negative reputation, causing many to avoid it.”
A driver, speaking informally, acknowledged that such activities continue openly despite being widely recognized.
Diverse Political Narratives Shape the Election Landscape

Amid these issues, political narratives are sharply divided. Congress candidate Bidisha Neog criticized the current situation, stating, “The concerns in Jalukbari mirror broader issues across Assam. The constituency is not what it used to be. People feel oppressed and frustrated. We are ready for the contest, and if given the chance, we aim to tackle these issues more effectively.”
Conversely, BJP leader Ajay Chakraborty defended the government's achievements, asserting, “Jalukbari has seen substantial development, including improved roads, street lighting, and drinking water facilities. Welfare initiatives like Orunodoi, Mahila Udyamita, Maina, and others have directly benefited the populace.”
As the campaign heats up, Jalukbari presents a complex electoral landscape where visible development projects coexist with everyday civic challenges and rising public expectations. Whether these concerns will lead to a shift in voter sentiment or reinforce the incumbent's position will be revealed on polling day.
