Authorities in Biswanath have launched an investigation into two rehabilitation centres amid serious allegations of physical abuse and medical negligence. Following the escape of 34 youths from the Live Well Rehabilitation Centre, the district administration has ordered the immediate closure of the facilities and appointed an Inquiry Officer to examine the situation. This comes after videos surfaced showing alleged mistreatment, prompting public outrage. The inquiry aims to assess conditions within the centres and ensure the safety of the inmates, with arrangements being made for their relocation to recognized facilities. Arrests have been made, but some individuals remain at large.

Inquiry Initiated Following Allegations of Abuse

On Friday, approximately 34 youths receiving treatment at the Live Well Rehabilitation Centre reportedly escaped from the facility.


Biswanath, June 6: In response to increasing allegations of physical mistreatment and medical negligence at rehabilitation centres in Biswanath, local authorities have ordered the immediate closure of two de-addiction facilities and initiated a formal investigation into their operations.


On June 5, Biswanath District Magistrate Lakhinandan Saharia issued an official order to investigate the activities of both rehabilitation centres.


Dhiman Hazarika, an ACS officer and Executive Magistrate, has been designated as the Inquiry Officer to conduct a thorough examination of the centres, including the allegations made against them.


According to the notification, “The Inquiry Officer will review all pertinent records and documents from the centres, gather statements from inmates, staff, and other relevant individuals, evaluate the conditions within the centres, collaborate with the Investigating Officer and other necessary departments, and submit a comprehensive inquiry report with findings and recommendations within seven days of this order.”


Additionally, the Officer-in-Charge of Biswanath Chariali Police Station has been instructed to provide necessary police support during the sealing process and to maintain law and order.


Simultaneously, the District Social Welfare Officer has been tasked with arranging the safe transfer of inmates to recognized rehabilitation centres to ensure their ongoing care and treatment.


All relevant departments and authorities have been urged to fully cooperate with the Inquiry Officer to facilitate the investigation's completion.


This action follows serious complaints regarding physical abuse and inadequate treatment of residents at these facilities.


Earlier on Friday, around 34 youths undergoing treatment at the Live Well Rehabilitation Centre reportedly escaped, just a day after videos allegedly depicting abuse at rehabilitation centres in the area incited public outrage.


Reports indicate that the youths managed to break out of the centre and scattered throughout the town. Some were later located and rescued, while others remain missing.


Importantly, two individuals, Manas Jyoti Saikia and Raja Saha, have been arrested in connection with this case. Two others named in the FIR, Gautam Daimary from Pratigya Wellness Foundation and Munna Hazarika from Live Well Rehabilitation Centre, are currently on the run.
